Why is this data helpful?

The three metrics help to show how many OGP commitments are making a difference. These global numbers also serve as a benchmark for performance.

How is this calculated?

The percentages represent the number of commitments that meet each criteria (e.g. ambitious), divided by the total number of commitments assessed on that metric. See the terms below for details. Note: given the nature of reporting by OGP’s Independent Reporting Mechanism (IRM), not all commitments have been assessed on each metric.

This section describes some of the key areas that OGP members address in their action plans.

Beneficial Ownership

Beneficial ownership transparency involves collecting and disclosing information about the real human beings who own and control companies and other corporate vehicles. Collecting and publicly disclosing company beneficial ownership data can help reveal money laundering, conflicts of interest, improperly awarded government contracts, and tax evasion. Beyond corruption, knowing who ultimately owns or benefits from a company can also help to identify responsibility for other violations of law, such as environment or labor rules.

Climate Finance

Preventing the worst effects of human-induced climate change requires moving finance away from greenhouse gas-intensive activities toward activities that lower environmental and human impacts and build resilience. This shift will require changes in public and private finance, and will need to happen at the international, national, and local levels. Though progress in increasing climate finance flows has grown over the past decade, they are not yet on track to meet the challenge, and they risk being wasted without adequate safeguards.

OGP members can use their action plans to include environmental goals into fiscal and planning processes and ensure climate-related programs and projects across borders and in their own countries are implemented well. Open government approaches can help shine a light on the nature of the problems and the scale of the solutions. By introducing more public oversight, governments and members of the public can gain confidence that money is going where it is supposed to, neither wasted nor embezzled. Introducing more opportunities for participation in the fiscal planning process also helps direct funds to better target public priorities. By making climate financial flows more inclusive, governments can better ensure that the most vulnerable become more resilient to the effects of climate change.

Open government practices enable governments and citizens to see the true costs of pollution, discuss and co-create alternative approaches for national socio-economic development, mitigate and adapt to climate change, and ensure that there is adequate public oversight of environment and climate policies and spending.

OGP members use open government approaches to address barriers that prevent people from having their justice needs met, empower them to understand their legal problems, and seek help through fair and impartial processes in formal and informal institutions.

Open Contracting

One in every three dollars spent by governments is on contracts. People should know how well this money is being spent, which can be achieved through open contracting. Opening up the public procurement process can improve government efficiency and effectiveness, which includes combating corruption. However, governments publish open data on approximately less than three percent of the billions spent on public contracts. When paired with greater public scrutiny and accountability, open contracting principles and data practices can save money, improve public service delivery, and increase competition.

Why is this data helpful?

This graph shows the trend in adoption of policy areas in OGP action plans. This reveals areas of growing focus and those that have seen declining attention.

How is this calculated?

The percentage of members for each time period represents the total number of members that submitted at least one relevant commitment, out of the total number of members that submitted an action plan. Because members typically submit action plans every other year, the percentages are shown as two-year rolling averages to account for fluctuations in the set of countries that submit an action plan each year.
