Glenn Hodes
Mr. Glenn Hodes is a Climate Change Policy & Finance Specialist at UNDP’s Bangkok Regional Hub. His work revolves around developing frameworks and institutional capacities in countries in Asia-Pacific to better mobilize, manage, and target resources toward effective climate change responses. This includes improving climate adaptation readiness through support to risk-informed planning and budgeting in critical sectors, such as agriculture and energy through a new UNDP/FAO global partnership program. He holds a Masters in Public Policy from Princeton University, where he earned a supplemental certificate in Science, Technology & Environmental Policy, and a Bachelor’s in International Politics from Columbia University.
Hodes’ career has pivoted around the building of markets, policies, and human capacities necessary to advance the interconnected agendas of global climate protection, sustainable finance, and sustainable energy. In his work, he applies an understanding of environmental economics and finance, energy and development policy, and a first-hand knowledge of emerging markets. Prior to joining UNDP, Hodes worked as an Advisor in the Ministry of Infrastructure, or Rwanda, where he drafted the government’s first comprehensive, Cabinet-approved National Energy Policy (2015). As a Senior Program Manager for the United Nations Environment Program’s DTU Partnership, Hodes co-conceptualized and managed the African Carbon Asset Development Facility (ACAD), a public-private partnership between UNEP, Standard Bank (Africa’s largest commercial bank), and the German Government. Through the Facility, Hodes assisted green entrepreneurs with seed capital, market know-how, and financial advice to mount bankable low-carbon investments such as renewable energy, waste management, clean cooking, and energy efficiency measures. For several years prior, he provided program management, policy advisory, and strategic communications support to advance UNEP’s program of work in the area of clean energy and climate change finance. Hodes also previously worked as an Environmental/Carbon Specialist for three years at the World Bank, where he supported operations in the Africa region focused on natural resource management, energy, and rural development funded by the Global Environment Facility (GEF) and/or World Bank family of Carbon Funds.
