The Philippines’ third action plan mostly focused on enhancing transparency, expanding space for citizen engagement, and improving public services. Only Steering Committee members could provide feedback during implementation.

The Steering Committee, made up of government, civil society, and the business representatives, held three meetings and 12 national and local consultative activities between June 2016 to May 2017.
