Norway End-of-Term Report 2014-2015
In late 2016, the Independent Reporting Mechanism (IRM) published the end of term report for Norway’s second action planAction plans are at the core of a government’s participation in OGP. They are the product of a co-creation process in which government and civil society jointly develop commitments to open governmen... . The report evaluates the full action plan implementation period of 1 January 2014 through 31 December 2015.
Christopher Wilson, an independent researcher, wrote this report. His findings are summarized below:
The Norwegian government substantially or fully completed two-thirds of its commitments. These commitments led to marginal improvements in open dataBy opening up data and making it sharable and reusable, governments can enable informed debate, better decision making, and the development of innovative new services. Norsk offentlig forvaltning har i stor grad innfridd to tredeler av sine OGP forpliktelser. De innfridde forpliktelsene har imidlertid hatt begrenset effekt på forbedringer i åpenhet og tilgjengelighet når det gjelder informasjon angående helse- og omsorg, i olje- og gass-sektoren, og på kommunalt nivå. I det videre arbeidet med dette bør norsk offentlig forvaltning sikte på å forbedre måloppnåelsen i forhold til handlingsplanens ambisjon om å oppnå mer betydningsfulle resultater.
