Canada End-of-Term Report 2014-2016

The report covers the full action plan implementation period of July 2014 through June 2016.

In Canada, the IRM researcher Mary Francoli from Carleton University report’s findings are summarized below:

“Progress was slow during the second year of implementation: A large majority of commitments remained incomplete. Commitments generally had a more marginal, incremental effect –with the exception of open dataBy opening up data and making it sharable and reusable, governments can enable informed debate, better decision making, and the development of innovative new services. Technical specifications: Polici..., and mandatory reporting on extractives, which had a major effect on open governance.”

And in French:

“Les progrès ont été lents au cours de la deuxième année de mise en œuvre: une grande majorité des engagements n’ont pas été complétés. En général, les engagements ont eu un effet négligeable pour améliorer les pratiques du gouvernement, à l’exception des données ouvertes, et des déclarations obligatoires pour le secteur extractif, qui ont eux eu un effet important.”
