Indonesia End-of-Term Report 2013-2015 – For Public Comment

The IRM provides independent, evidence-based, and objective ... published the Year 2 report for Indonesia’s third action plan. The report covers the full action plan implementation period: May 2014 through December 2015.
The findings from the report are summarized below in English:
“The third Indonesian national action plan expanded the scope of activity and progress in land transparencyAccording to OGP’s Articles of Governance, transparency occurs when “government-held information (including on activities and decisions) is open, comprehensive, timely, freely available to the pub... More and public procurementTransparency in the procurement process can help combat corruption and waste that plagues a significant portion of public procurement budgets globally. Technical specifications: Commitments that aim t.... Progress, however, was stalled due to shifting internal priorities for implementation of the action plan. This limited overall effect of the action plan on opening government practice. Going forward, prioritizing public facing policy reforms in response to citizen-driven movements could lead to more meaningful changes in government practice.”

“Rencana aksi nasional Indonesia ketiga memperluas lingkup kegiatan dan kemajuan dalam transparansi lahan dan pengadaan publik. Akan tetapi, kemajuan agak terhambat akibat pergeseran dalam prioritas internal untuk implementasi rencana aksi dimaksud. Hal ini secara umum membatasi hasil untuk membuka pemerintah. Ke depan, prioritas pada reformasi kebijakan yang bersinggungan dengan publik menanggapi gerakan yang diprakarsai warga dapat menghasilkan perubahan yang lebih bermakna dalam praktik pemerintah.”
