The report covers the implementation of the action plan from December 2016 to September 2017.
In Ukraine, findings from independent researcher Dmytro Khutkyy are summarized below:
“The third national action plan covers major priority themes for Ukraine, including flagship transparencyAccording to OGP’s Articles of Governance, transparency occurs when “government-held information (including on activities and decisions) is open, comprehensive, timely, freely available to the pub... More commitments on public contracting, disclosure of asset declarations, and beneficial ownershipDisclosing beneficial owners — those who ultimately control or profit from a business — is essential for combating corruption, stemming illicit financial flows, and fighting tax evasion. Technical.... The next plan needs to deepen and expand the achievements of anticorruption initiatives. Moving forward, the government could improve the action plan drafting process by clearly identifying the intended changes for the targeted policy areas.”

“Третій національний план дій охоплює основні теми, пріоритетні для України, включно з передовими зобов’язаннями щодо прозорості публічних закупівель, оприлюднення декларацій активів та розкриття інформації про бенефіціарних власників.Наступний план має поглибити та розширити досягнення антикорупційних ініціатив. Надалі уряд може вдосконалити процес розробки плану дій шляхом чіткого визначення бажаних змін в обраних сферах державної політики.”
