Armenia End-of-Term Report 2016-2018 – For Public Comment

In Armenia, the IRM researcher Tatevik Margaryan’s report’s findings are summarized below:

“Armenia’s third action plan focused on improving transparencyAccording to OGP’s Articles of Governance, transparency occurs when “government-held information (including on activities and decisions) is open, comprehensive, timely, freely available to the pub... More of public spending and setting online tools facilitating access to government-held information. However, many of the commitments had minor potential impact and were not fully implemented on time due to limited financial resources, technical problems, and political changes. Moving forward, the government could develop more ambitious commitments and allocate necessary resources to ensure complete implementation of the next action plan.”

Հայաստանի գործողությունների երրորդ ծրագիրն ուղղված է հանրային միջոցների թափանցիկության բարելավմանը և պետական կառույցների տեղեկատվությունը հասանելի դարձնելու առցանց գործիքների ստեղծմանը։ Սակայն հանձնառություններից շատերը փոքր պոտենցիալ ազդեցություն ունեն և լիարժեք չեն իրականացվել սահմանված ժամկետներում՝ ֆինանսական միջոցների սղության, տեխնիկական խնդիրների և քաղաքական փոփոխությունների պատճառով։  Հետագայի համար կառավարությանն առաջարկվում է ավելի հավակնոտ հանձնառություններ ստանձնել և անհրաժեշտ ռեսուրսներ տրամադրել գործողությունների հաջորդ ծրագրի լիարժեք իրականացումն ապահովելու համար։
