Finland Design Report 2017-2019 – For Public Comment

The report covers the development of the action plan and design of its commitments.

In Finland, the IRM researchers Teemu Laulainen and Daria Pritup’s findings are summarized below:

“Finland’s third action plan focused on improved access to information and participation of vulnerable groups. Although the co-creation processCollaboration between government, civil society and other stakeholders (e.g., citizens, academics, private sector) is at the heart of the OGP process. Participating governments must ensure that a dive... involved significant levels of civil society consultation, commitments did not end up being specific and measurable. Moving forward, the next action plan would benefit from the inclusionOGP participating governments are working to create governments that truly serve all people. Commitments in this area may address persons with disabilities, women and girls, lesbian, gay, bisexual, tr... of results-oriented commitments, with identification of responsible institutions and implementation timetables.”

“Suomen kolmas toimintasuunnitelma keskittyi tiedon saavutettavuuden ja haavoittuvassa asemassa olevien ryhmien osallistumisen parantamiseen. Vaikka toimintasuunnitelman luontiprosessiin sisältyi merkittävä määrä kansalaisyhteiskunnan edustajien kuulemista, sitoumukset eivät lopulta olleet yksityiskohtaisia eivätkä mitattavissa olevia. Vastaisuudessa toimintasuunnitelmaan kannattaa sisällyttää tuloshakuisia sitoumuksia ja määrittää niistä vastuussa olevat tahot sekä toimeenpanon aikataulu.”
