The report covers the full action plan implementation period of September 2016 to June 2018.
In Italy, the findings of the IRM researchers Lorenzo Segato and Nicola Capello’s are summarized below:
“Several commitments in Italy’s third action plan opened government in a major or outstanding way, particularly in the areas of transparencyAccording to OGP’s Articles of Governance, transparency occurs when “government-held information (including on activities and decisions) is open, comprehensive, timely, freely available to the pub... More of publicly-funded projects, supporting whistleblower protection, and improving civic engagement at the municipal level. By the end of the action plan, over half of the 40 commitments saw substantial or full implementation. The capacity of citizens and civil society to utilize the opportunities offered by the action plan and by the Open Government Forum remains an open issue.”
And in Italian:
“Diverse Azioni nel terzo Piano d’Azione dell’Italia hanno contribuito all’apertura del governo in modo significativo o straordinario, in particolare nei settori della trasparenza dei progetti finanziati con fondi pubblici, del sostegno alla protezione dei whistleblower, e del miglioramento dell’impegno civico a livello comunale. Al termine del Piano d’Azione, oltre la metà delle 40 Azioni registra un’attuazione sostanziale o completa. La capacità dei cittadini e della società civile di sfruttare le opportunità offerte dal Piano d’Azione e dall’Open Government Forum rimane una questione aperta.”
