In its two action plans, EMC has committed to enhancing civic participation, making open contractingA transparent procurement process, known as open contracting, increases competition, improves public service delivery, and ensures governments better value for their money. Despite having just one year to implement some of these commitments, the County has increased and improved relations between the government and civil society organizations (CSO). The co-creation processCollaboration between government, civil society and other stakeholders (e.g., citizens, academics, private sector) is at the heart of the OGP process. Participating governments must ensure that a dive... brought together government, CSOs and other non-governmental stakeholders to design and implement commitments that put forward the interest of the citizens. This has resulted in greater civil society engagement in the county.
Equally, EMC has also made substantial achievements in widening spaces for more meaningful citizen engagement, ensuring that special interest groups such as women, youthRecognizing that investing in youth means investing in a better future, OGP participating governments are creating meaningful opportunities for youth to participate in government processes. We’ve seen that many innovations and open government reforms are happening at the local level since citizens are closer to local government than the national ones. In your experience, how does open government look like at the local level and how does it differ from Kenya’s national OGP process?
Local governments are indeed closer to the citizens as compared to national government, and this view is no different in Elgeyo Marakwet. Citizens have closer access to, and better interaction with the local government as compared to national government. Accordingly, commitments made by the local government are more about the services that affect citizens directly. In Elgeyo, the county government’s commitments range from citizen participation in development planning and budgeting, to economic empowerment of special interest groups (women, youth and people living with disabilities. One notable achievement at the local level of open government is the two-way communication between government and citizens. Compared to the national government, the feedback process is shorter and less bureaucratic at the local level. Citizen voices are better heard and responded to by the local government. For instance, in its first action plan, EMC developed started a direct, real time communication channel between government and citizens. EMC designated communication lines where citizens are able to voice their concerns, file complaints/ compliments without much trouble or delay, and receive rapid government response.

From your early assessment what are some highlights from the County’s open government process and second action plan?
Elgeyo Marakwet has had two action plans since joining OGP. While the first action plan focused on setting up systems to enable government work in a more transparent, accessible and accountable manner, the second plan has some specific, results oriented commitments that could directly translate to improved service delivery.
From an early assessment, I would highlight the initiative to entrench transparencyAccording to OGP’s Articles of Governance, transparency occurs when “government-held information (including on activities and decisions) is open, comprehensive, timely, freely available to the pub... More and accountability in the procurement processes. Up until the second action plan, EMC had made an effort to simplify procurement processes and documentation. The second action plan aims to move forward open contracting efforts by creating spaces for citizen feedback, as well as improving access to government procurement opportunities for special interest groups (women, youth and people living with disabilities). Commitments typically include a description of the problem, concrete action... strives to provide a framework for government to put together and disclose county specific data relating to development and service delivery indicators. If fully implemented this commitment could substantially improve the quality of information provided to the citizens and help better inform planning and budgeting by government.
Como investigadora del IRM en el condado de Elgeyo Marakwet (EMC), has evaluado el nivel de impacto y de implementación de los compromisos establecidos en los planes de acción del condado. EMC actualmente se encuentra implementando su segundo plan de acción. En tu opinión, ¿cuál ha sido el logro más importante desde que el condado se incorporó al programa OGP Local en 2016?
El condado de Elgeyo Marakwet (EMC) ha impulsado la participación ciudadana en los procesos de gobierno desde que se incorporó a OGP en 2016 y se ha esforzado en lograr una gobernanza más abierta e incluyente. En sus dos planes de acción, EMC se ha comprometido a fortalecer la participación ciudadana, lograr que las compras públicas sean más incluyentes de las mujeres y las personas con discapacidad, fortalecer los mecanismos de retroalimentación ciudadana, incrementar el acceso a la información y mejorar los sistemas de salud. A pesar de tener solo un año para implementar algunos de estos compromisos, el condado a aumentado y mejorado la relación entre el gobierno y las organizaciones de la sociedad civil (OSC). El proceso de cocreación reunió al gobierno, OSC y otros actores no gubernamentales en el diseño e implementación de compromisos que priorizan los intereses de los ciudadanos. Lo anterior ha resultado en una mayor participación de la sociedad civil. Asimismo, EMC ha logrado mejorar significativamente los espacios que permiten a los ciudadanos participar, asegurando que ciertos grupos con intereses especiales como las mujeres, jóvenes y las personas con discapacidad tengan acceso a información y que sus voces sean escuchadas.
Hemos visto que muchas iniciativas innovadoras y reformas de gobierno abierto están ocurriendo a nivel local, pues los ciudadanos están más cerca de los gobiernos que a nivel nacional. En tu experiencia, ¿cómo se expresa el gobierno abierto a nivel local y en qué se diferencia del proceso nacional de OGP de Kenia?
Efectivamente, los gobiernos locales están más cerca de la ciudadanía que los gobiernos nacionales y Elgeyo Marakwet no es la excepción. La ciudadanía tiene un mayor acceso y una mejor interacción con el gobierno local que con el gobierno nacional. En ese sentido, los compromisos establecidos a nivel local se relacionan más con los servicios que la ciudadanía utiliza directamente. En Elgeyo, los compromisos del condado incluyen temas de participación ciudadana en los procesos de planeación y de diseño de presupuestos y empoderamiento económico de ciertos grupos (mujeres, jóvenes y personas con discapacidades).
Un logro importante del gobierno local es fortalecer la comunicación mutua entre el gobierno y la ciudadanía. Comparado con el gobierno nacional, el proceso de retroalimentación es más corto y menos burocrático a nivel local. Las voces de la ciudadanía son más escuchadas a nivel local. Por ejemplo, en su primer plan de acción, EMC estableció una canal de comunicación directa y en tiempo real entre el gobierno y la ciudadanía. EMC designó líneas de comunicación en la que los ciudadanos pueden expresar sus preocupaciones y presentar quejas o felicitaciones fácilmente y recibir una respuesta rápidamente.
El condado de Elgeyo Marakwet ha propuesto muchas iniciativas innovadoras, desde fortalecer los procesos de compras públicas hasta ampliar la participación ciudadana. Según tus investigaciones preliminares, ¿Cuáles son los puntos más importantes del proceso de gobierno abierto del condado y del segundo plan de acción?
Desde que se incorporó a OGP, Elgeyo Marakwet ha creado dos planes de acción. El primer plan se enfocó en establecer sistemas para lograr que el trabajo del gobierno fuera más transparente y accesible, mientras que el segundo cuenta con compromisos específicos y enfocados en resultados que podrían traducirse directamente en una mejora en los servicios públicos. Según la investigación preliminar, un aspecto notable es la iniciativa para consolidar la transparencia y la rendición de cuentas en los procesos de compras. Hasta el segundo plan de acción, EMC había tomado medidas para simplificar el proceso y la documentación de las compras públicas. El segundo plan busca seguir impulsando el tema de contratación, creando espacios para la retroalimentación ciudadana y mejorando el acceso a los contratos de gobierno para ciertos grupos (mujeres, jóvenes y personas con discapacidades). Asimismo, el compromiso de datos abiertos busca establecer un marco para reunir y publicar datos sobre indicadores de desarrollo y provisión de servicios. Si este compromiso se implementa completamente, podría mejorar significativamente la calidad de la información que la ciudadanía recibe y contribuir a mejorar los procesos de planeación y de diseño de presupuestos.

This is an excellent outcome for Elgeyo-Marakwet. We have research underway at Strathmore University and the National Museums of Kenya, as part of Prosperity Co-Lab(PROCOL) Kenya, working with communities in Narok, Nandi, Kericho, Bomet and Nakuru to understand the value of the Mau Forest complex and how we can build value chains to support enhancement of indigenous knowledge, forest livelihoods and the protection and expansion of healthy ecosystems through planting of medicinal trees. Community participation and decision-making has been fundamental. The research is part of OGP access to open data with the Kenya Space Agency; we have been mapping the forest using communities no the ground and satellite data and the Survey of Kenya maps so we can see how the forest has changed on a local scale from the 1960s to today.
