Banggai Regency believes that by becoming a Local OGP member will contribute benefits to boost the open reform that has become a part of our vision and mission to achieve an accountable, responsive, inclusive and transparent government. Through our membership in this global community, we hope to obtain knowledge and new horizon of information about the implementation of open government, and enable us to share views, experiences and sources to achieve the principles of open government.

Banggai Regency is committed to deliver 4 (four) action plan to implement open government, they are:

1. The use of online application to achieve the minimum standard of services for pregnant women with an objective to minimise the death rate during laborTransparent workforce data and increased representation of workers in labor policy-making lead to policies that better protect workers’ rights and remove barriers for underrepresented groups in the ...
2. The utilisation of yards in participatory and inclusive way through integrated farming system with an objective to annihilate poverty through empowerment and the increase of people’s standard of living in agriculture sector
3. Satu Data Banggai (Banggai One Data) with objectives to create more integrated, valid and open dataBy opening up data and making it sharable and reusable, governments can enable informed debate, better decision making, and the development of innovative new services. 4. Community based participatory waste management to promote people participation in managing domestic waste from its source (household) using the 3R (reuse, reduce, recycle) approach and transform it into economic goods to improve household income.

Commitments typically include a description of the problem, concrete action... is the embodiment of our co-creation with Civil Society Organisations, they are International NGO Forum on Indonesia (INFID) and Media Lintas Komunikasi (Media Link). This commitment is also a synergistic collaboration of all agency, sub-district, and village officials, as well as the “Tim Penggerak PKK”, Aisiyah, Karang Taruna dan online transportation “DRAIV”.

Open Government Challenges, Opportunities and Strategic Vision

This subsection details the Open Government Strategic Vision in your local area that should guide the commitments for the action plan period.

What is the long-term vision for open government in your context and jurisdiction?

Banggai Regency has a long-term vision in open government which is stated in the Medium and Long Term Development Plan, namely:

1. Banggai Regency’s 2005-2025 Long-term Vision (RPJPD) is to be a competitive, developed, independent and prosperous Banggai Regency. This has been summarised in one of the missions that is related to the open government principle, it is Mission No. 1: To achieve a good, clean and prestigious governance
2. Banggai Regency’s 2021-2026 Mid-term Vision (RPJMD) is to “achieve the developed, independent and prosperous Banggai Regency that is based upon local culture”. This is in alignment with mission no. 6: To achieve the good, clean, transparent and accountable governance

What are the achievements in open government to date (for example, recent open government reforms)?

The achievement of open government in Banggai:

1. The 2nd best national award in the Regency-level of development planning in 2021 due to the participation and its innovation
2. Accredited with “B” (good) as the evaluation score for the bureaucracy reform
3. The only regency outside Java that is awarded an “A” (excellent) as the score of Performance Accountability for Government Institutions in 2019-2020
4. Reasonable Opinion Without Exception in 9 consecutive years from BPK RI.
5. 3rd rank in the Monitoring Corruption Prevention (MCP) score at the National level in 2018 and 2020 by KPK RI.
6. Awarded as The most innovative regency in the Innovative Government Award (IGA).
7. Top 45 Innovative Public Service in 2019 for the See Trash and Pick it Up (Pia Na Sampah Ala/PINASA – in local language)
8. Top 45 Innovative Public Service in 2020 for the innovation of the Posyandu Pra Konsepsi to prevent and cure stunting
9. Top 99 Innovative Public Service in 2021 for the innovation of the One Mentor in 100 Families (Satu Pembina Keluarga 100 Kepala Keluarga/1 PK-100 KK) to achieve 12 indicators of healthy family
10. Awarded as “Swasti Saba” Healthy Regency in 2019 in the category of PADAPA from the Health Ministry

What are the current challenges/areas for improvement in open government that the jurisdiction wishes to tackle?

Currently, Banggai Regency has challenges in implementing Open Government in maximizing quality public services. These challenges relate to:

1. Maternal mortality rate in 2020 increased to 263 per 100,000 births or 16 cases. This is caused by the non-optimal health service for expectant mothers due to the lack of communication between the mothers with the midwives/health workers due to social restriction during COVID19 pandemic
2. The poverty rate in 2020 decreased to 7,39% (28,160 people) from 7,80% in 2019. This figure is still categorised as high, especially in the villages.
3. Data management in Banggai Regency is not yet optimum, such as data coordination between government institutions is not integrated and updated and the insufficient capacity of human resource to coordinate, gather, process, analyse and utilise the data
4. The household waste is relatively high at 279,35 m3/day. Organic and inorganic waste are not selected, processed or recycled and leave them hoard without economic value

What are the medium-term open government goals that the government wants to achieve?

The implementation of medium-term open government goals in Banggai Regency aims to:

1. The improvement of public service, especially the health service for the expectant mothers
2. 3. The eradication of poverty rate through the increased participation and the economic empowerment for the villagers

How does this action plan contribute to achieve the Open Government Strategic Vision?

The Local Open Government Action Plan in Banggai Regency is expected to contribute to :

1. The action plan will involve inclusive community participation, especially from housewives in the villages and cities, farming women, poor, elder and the expectant mothers. The plan is targeted to push housewives to be able to support the family through income improvement and the fulfillment of food and nutrition within families independently that will lead to the decrease of poverty rate
2. The health workers are able to monitor the expectant mothers’s health through the utilisation of technology information system to decrease the maternal mortality rate for mothers and babies
3. The improvement of data management to provide access to relevant data and information for stakeholders and public, students and investors. This action plan will use information technological systems to provide open and accessible data.
4. The waste management from households through reduce, reuse and recycle program will decrease the workload and increase the service life of the Waste Final Processing Site.

How does the open government strategic vision contribute to the accomplishment of the current administration’s overall policy goals?

We believe that the strategic vision of the Open Government in the Banggai Regency will have an impact on priority improvements in public service governance, namely:

1. The Open Government Strategic Vision will provide guidance regarding goals, target, strategy and the development policy within the time frame.
2. The Open Government Strategic Vision will provide guidance regarding program and activities of the regional development to be more participatory, transparent, inclusive and accountable

4. The Secretariat is located at the Bappedalitbang Office, established with some functions to coordinate, to manage, to monitor the implementation of the action plan through meetings, field trip and report making-process.

What kind of spaces have you used or created to enable the collaboration between government and civil society in the co-creation and implementation of this action plan? Mention both offline and online spaces.

We agreed with CSO partners to collaborate in the process of planning, implementing, monitoring and evaluating the Local OGP action plan by:

1. The availability of OGP Secretariat at Bappeda Banggai office that is established to be the hub of administrative works, online/offline coordination meetings as well as to monitor and evaluate the action plan.
2. OGP Whatsapp group, OGP Banggai website will be organised as social hub, information center and public literacy

What measures did you take to ensure diversity of representation (including vulnerable or marginalized populations) in these spaces?

We establish policies for multi-stakeholder involvement to ensure an inclusive collaboration process, through:

1. Create Banggai Regent Regulation on the implementation or related to the action plan
2. Create the implementation guidelines of the action plan.
3. Assure the involvement of stakeholders in the policy-making process or in the implementation of the action plan

Who participated in these spaces?

The parties that involve and participate in the implementation of the action plan are women group/housewives in villages and cities, farming women group, unemployment, pregnant women, vulnerable and poor people, people with disabilitiesA government is not open unless it is accessible to all, and governments are working to ensure people with disabilities are afforded equitable services and opportunities to participate. We formed a Joint Secretariat which included representatives from local government and CSOs as well as universities. In practice, we prepare governance in implementing each action plan.

By conducting periodic monthly meeting, by updating information through whatsapp group, and by creating activities to be implemented in the next three years.

The Independent Monitoring Body is the Evaluation and Monitoring Team for the Action Plan of OGP Local Banggai Regency with roles and responsibilities as follow:

To gather evidence and evaluate the action place created by the Open Government Partnership (OGP) Local team;

1. To draft the early online report that will provide the score and the quality of the action plan making-process
2. To gather evidence and to evaluate the commitment done by the Open Government Partnership (OGP) Local Team
