Call for Expressions of Interest in EU for Integrity Research Project

The EU for Integrity Programme for the Eastern Partnership is a multi-year collaboration that aims to strengthen the support and resources available to country reformers in the region to deepen reforms and advance bold, new ideas in areas like strengthening public service delivery, opening civic space, promoting a fair justice system and fighting corruption. The programme is jointly implemented by the Open Government Partnership (OGP) and OECD Anti-Corruption Network for Eastern Europe and Central Asia (OECD ACN), with support from the European Union.

As part of this programme, the OECD ACN is developing a Matrix of high-level corruption cases to give the ACN an instrument for tracking and analysing high-level corruption in the region. The Methodology of the Matrix was adopted by the ACN Steering Group in December 2021 and will be presented for final endorsement by the ACN High-Level Meeting in November 2022. The Matrix is a database of allegations, investigations, prosecutions and sanctions involving high-level corruption in all OECD/ACN member countries, with data collected through public sources (e.g. media, press releases, judicial documents, reports etc.).

As part of the partnership with OECD ACN on the EU for Integrity Programme, OGP is seeking expressions of interest from researchers interested in working with the OECD ACN on data collection for the Matrix for Armenia, Azerbaijan, Georgia, Moldova and Ukraine.

Scope of Work and Deliverables

  • Actively participate in one OECD ACN training on identifying and submitting cases for the Matrix. The training will be conducted either in person or in an online format.
  • Identify cases and collect data on allegations of high-level corruption using public sources of information including media, press releases, judicial documents, reports, official data or information released by the government or the judiciary.
  • Submit entries that fit the criteria, as defined by the ACN Matrix Methodology, for the OECD ACN Secretariat for review, and amendment as required.
  • Provide other input as required for reports and other publications to be produced by the OECD ACN using the data collected for the Matrix.
  • Data collection and submission will take place twice during the year – in June and December -, with each cycle estimated to take 3-4 days of research per country.
  • Please note that due to confidentiality between the OECD ACN and members, the Matrix in its entirety will not be available to individual contributors. However, the Matrix data will serve as a basis for an annual public report containing disaggregated, de-personalised law enforcement data and describe respective challenges and trends in the region. The report will be produced by the OECD ACN Secretariat.

Qualifications, Requirements, and Skills

  • Experience in anti-corruption and monitoring of corruption
  • Data collection and research skills, including the ability to search for, locate, extract, organise information that meets the criteria defined
  • Familiarity with sources of public records on corruption cases
  • Familiarity with the local language of the EaP country being researched. Note: consortium applications or applications by organisations interested in conducting research on all five countries are welcome if the applicants are able to demonstrate the required language competencies
  • Ability to complete projects on time, within budget, meeting quality standards

Administrative Arrangements and Fees

  • Applicants will be evaluated and selected jointly by the OGP Support Unit and the OECD ACN Secretariat.
  • The contract will be set up as a research consultancy and executed with the OGP Support Unit.
  • Regular project communication, oversight, and management will be led by the OECD ACN Secretariat.
  • Payments will be made by the OGP Support Unit upon submission of data per cycle.
  • Selected applicants will be paid a daily consultancy fee of EUR 250 per day for up to 8 days per year, per country.
  • OGP will not be responsible for compensating for additional days due to delays or extensions of work, unless previously agreed upon by OGP, OECD ACN and the researchers.
  • OGP will not be responsible for adjudicating any disputes between the parties.
