Open dialogue between Infoem, civil society organizations and academia.
On February 5, 2021, an “Open Dialogue” exercise was organized, which made it possible to reinforce the lines of action proactively proposed by Infoem. For this exercise, people from the academic field, civil society organizations, the general public, municipal presidents and public servants of Obliged Subjects were summoned. The final result of this activity contributed to the actions that the Transparency Guarantor Body will assume in the entity.
Open Dialogue between IEEM, civil society organizations and academia.
Within the framework of the construction of the IEEM Proactive Commitment, the “Study on the Quality of Citizenship in the State of Mexico” was presented, which was carried out virtually, on July 9, 2020. The aforementioned Study It served as a first input for the detection of the problem that was later systematized in the problem tree and to which the proactive commitment would seek to solve. Taking such a document as a reference, on March 5, 2021, the state Electoral Institute convened civil society organizations, academics and members of the Local Technical Secretariat for the “Open Dialogue” exercise, in which the presentation of the platform collectively called Decides IEEM, as a mechanism for interaction with citizens that would allow them to have information on political parties and candidacies that were presented in the 2021 Electoral Process.

Two open dialogues were held, one promoted by Infoem and the other by IEEM.
Four virtual dialogue roundtables were held in which the meetings where members of civil society and non-governmental organizations participated were visualized and through a call to the citizens of the State of Mexico and civil society organizations they were invited to participate. This call was available from October 1 to 15, 2021.
In addition, an online citizen consultation was launched from July 5 to September 3, 2021 in order to gather the opinions of the people regarding the issue of access to justiceAccessible justice systems – both formal and informal – ensure that individuals and communities with legal needs know where to go for help, obtain the help they need, and move through a system tha... More for vulnerable groups, as well as the issue of transparent government. As a result, the participation of 2,790 people was obtained, of which 1,873 sent their proposals regarding the axis of access to justice for vulnerable groups, while 899 participated in the axis of transparent government and another 18 people formulated opinions through the axis of other proposals.
Additionally, the STL has a scheduled and approved calendar of sessions, which are held bimonthly in order to give continuity to the commitments that derive from the Local Action Plan, in accordance with the Methodology for the Construction of the 1st Action Plan of Open Government.

The STL, prior to the approval of the Local Action Plan, shared among the members of the STL, the preliminary version of the PAL in order to enrich it with the comments and contributions of civil society organizations and the other institutions involved. Additionally, participatory roundtables were held to specify the different proactive commitments and the Operational Group was created, which monitors the actions that derive from the different PAL commitments.
