The Quintana Roo Action Plan emerged from the Fifth Citizens’ Meeting, where the progress of the first plan was presented and the pending issues were shared.
Likewise, continuing with this, the sixth Citizens’ Meeting was held with Governor Mara Lezama, in which the driving group established the four commitments.
The formation of a driving group is observed, in which the following participate: organized civil society, private initiative, public institutions and non-governmental organizations.
Prior to the Citizens’ Meeting, a working session was held with the steering group to define the scope of the commitments (November 4, 2022).
Therefore, a space was created for stakeholders to discuss progress in implementing the commitments.

The co-creation of the Action Plan was conceived within the framework of the Citizens’ Glossary on Open Government and Sustainable Development; a mechanism that establishes that the basis for joint work is the articulation of civil society and government.

  • Yes, the action plan was carried out under the co-creation of the state governor, her cabinet, civil society organizations, academia, and business chambers. These actors make up the so-called driving group of the Action Plan.
  • Evidence can be seen that the members of the driving group hold a working table (there is a list of supported people) in which they approve their action plan, as well as the different meetings through which they follow up on the work agreements.
  • Additionally, the public list of the driving group is shared on the Quintana Roo Open Government Platform.

2.1 Does the government maintain a Local OGP website or webpage on a government website where information on the OGP Local process (co-creation and implementation) is proactively published?

At the Seventh Citizens’ Meeting, the Open Government Platform of the State of Quintana Roo was presented, a public website that displays the history of the joint work as well as the progress and updated results of the Action Plan.
Likewise, the Executive Summary of the Second Action Plan can be found on the official SECOES website.

2.2 Did the government provide information to stakeholders in advance to facilitate informed and prepared participation in the co-creation process?

Yes, there is political will from the current administration to continue with transparent and accountable processes in terms of the OGP Local Action Plan.
The Government has held open meetings with civil society to discuss the implementation of the action plan, the incorporation process and the governance structure of the Plan.

Various working meetings were held in which participation in the topics of the Action Plan was opened.
These meetings were:

Likewise, the Citizens’ Glossary is broadcast through the Quintana Roo State Government’s Social Communication System (radio, television and transmission on social networks), which allows for a greater reach of information.
In terms of improvement, it is reported that the Open Government Platform is currently working on a section called “Participation” that will function as a mailbox, so that anyone can share their opinion.

The Citizens’ Glossary mechanism allows for horizontal communication between civil society and government; therefore, in each Glossary, the government responds to each of the points raised by civil society and a consensus is reached on the Action Plan.
Coordinated work and parallel efforts are identified, in which with the participation of everyone (driving group – support groups) attention and follow-up are provided to the established commitments on a permanent basis.

The ongoing dialogue to identify priorities, carrying out a shared agenda and with clear and well-established commitments, is distinguished.
Government, civil society organizations and non-governmental organizations worked together to set the agenda, identifying problems or thematic priorities for the development of commitments, thus achieving the establishment of the Action Plan 2023-2025.

2.6 Would you consider the forum to be inclusive and diverse?

Diversity and inclusiveness are evident from the formation of the driving group. It consists of an interdisciplinary group, especially of civil society leaders who work in different fields.
It should be noted that this monitoring entity, as guarantor of the protection of personal data held by obliged subjects, is respectful of the correct treatment of the personal data of each person who participates in the forums, and therefore, with regard to the criterion of inclusiveness in relation to gender or social group, they were not differentiated in any way in order not to violate human rights.
This is why it is considered unnecessary for the driving group to require and concentrate this type of information.

1 Commitment :

Co-creation of the Strategic Plan for Sustainable Development of Quintana Roo (PEDSQROO) 2050 with participatory planning that responds to the common citizen interest.

Yes, it is possible to verify compliance because it clearly defines the goal, the method to be used and the people involved in the process.
Additionally, the motor group has a technical sheet that explains the process and the execution period.

The commitment establishes clear milestones to achieve the objective, within a time period linked to the State’s requirements and with an ambitious scope of inclusion for citizens.
It is a commitment that is aligned with the creation of an Open State, since it includes the three branches of the State: Executive, Legislative and Judicial; aligned with the values of transparency, citizen participation and accountability.

The commitment derived from the First Action Plan is being observed as continuing, and it is therefore suggested that the monitoring mechanisms for the activities be clear. It is also suggested that the systematization of the experience of this project be included in the action plan so that it can be disseminated as a good practice with other member states.

2 Commitment :

Citizenization, redesign, adaptation, and evaluation of the Budget Transparency Platform to improve the experience of user citizenship.

Yes, the commitment description determines the scope of the improvements that will be made for the second version of the platform.

3 Commitment :

Anti-corruption and environment co-creation roundtable, an open government mechanism for the attention, resolution and accountability of environmental alerts due to corruption.

Yes, monitoring can be done through the annual work plans of the co-creation table as a mechanism for monitoring environmental alerts. Although it is recommended to create a monitoring tool for the table, which can be replicated for each alert.

The topics of attention are determined in alerts that arise from the concerns of civil society; and they have been recognized by it; therefore, the deliverables are identifiable. This allows for alignment with the values of open government.

The co-creation table as such is a mechanism that will trigger six different themes (alerts), so depending on the alert, reforms to some laws and regulations can be analyzed. The action plan presented will have complementary work plans for each alert.

It is suggested that the experience of how the roundtable is conducted be systematized in order to analyze the good practices that arise from this commitment.

Co-creation of the Modernization of the Public Registry of Property and Commerce of the State of Quintana Roo
