Open Gov Challenge: Armenia

Digital Gift Declaration Register for Public Officials

What’s the issue? Armenia recently created comprehensive rules to regulate the acceptance of gifts by public officials. However, no unified platform exists yet for declaring and displaying such gifts, which could improve monitoring and compliance with gift acceptance restrictions.

What’s the plan? The government committed to creating a digital register for public officials to disclose and display gifts they have received, within the framework of Armenia’s new integrity system. The register will facilitate the automated declaration of gifts, ensuring that all relevant information is recorded, evaluated, and made publicly available.

Why is this ambitious? Thanks to the new register, public servants will learn about permissible gift acceptance, while civil society, journalists, and members of the public will be able to monitor gift disclosures, which can help avoid or flag potential conflicts of interest and other integrity issues as part of a broader fight against corruption.
