Improvements in the participation mechanisms of the Regional Government of Cajamarca began in 2022. By 2023, the current administration continued with its commitment to strengthen citizen participation, accountability and transparency, which made a commitment to the Open Government Partnership and to implement the principles of Open Government in other government organic units and departments.

Today, non-governmental and governmental organisations have joined the efforts to bring government closer to the people, and together they have understood the intentions of Open Government and are convinced that through the Action Plan a more transparent, participatory and efficient use of public resources can be achieved, strengthening the relationship between citizens and the state.

It is possible to achieve greater citizen confidence in government, reducing corruption, which is one of the country’s main problems; in addition, citizen participation can be strengthened, involving the most vulnerable and marginalised sectors and influencing the education and health sectors to address pressing problems. As well as non-governmental organisations that join in by disseminating the results of the process and reaching out to the concerns, suggestions, and contributions of the different social organisations with which they have contact, contributing with a greater reach to the population.

Open Government Challenges, Opportunities and Strategic Vision

This subsection details the Open Government Strategic Vision in your local area that should guide the commitments for the action plan period.

What is the long-term vision for open government in your context and jurisdiction?

The strategic vision has been built with input from the Cajamarca Open Government Multi-Stakeholder Forum and civil society who participated in the workshops for the co-creation of the Action Plan. It is divided into the following points:

  1. Consolidate the culture of open government, with the application of its basic principles of transparency, accountability, citizen participation, and innovation, achieving the fulfillment of programmed commitments in public integrity, climate change, citizen participation, and adolescent pregnancy.
  2. Facilitate the conditions for civil society to be decisively integrated into public policy, with assertive citizen participation that responds to citizens’ expectations and that also reflects the proposed solutions to their main problems, influencing the planning and execution of projects with a focus on transparency, gender equality, and environmental sustainability.
  3. Use digital technologies that facilitate citizen participation and access to public information, promoting the accountability of the authorities and the articulation between civil society and the state.
  4. Being a reference in public management, which promotes and applies the principles of Open Government such as transparency, accountability, citizen participation, and innovation.

What are the achievements in open government to date (for example, recent open government reforms)?

Since 2022, the Cajamarca region has carried out activities seeking to improve the effectiveness of institutional citizen participation and transparency. These activities led the Regional Government of Cajamarca to continue its commitment to strengthen and implement Open Government in other organic units and dependencies; these activities were:

  • Participation Charter of the Regional Coordination Council (RCC), a study that identifies the situation of institutional citizen participation of civil society members and authorities of this council and recommends improvements in the process of this participation mechanism.
  • Capacity building for CCR members in public management and citizen participation. Participants understood their role in this citizen participation mechanism; they also identified the challenges at the regulatory and implementation level in the Regional Government of Cajamarca. Likewise, CCR members were able to contribute in an informed manner to the formulation of the Regional Development Plan – PDRC Cajamarca to 2033.
  • Improvement of civil society capacities and the enabling conditions for transparency and accountability of participatory budget processes through the signing of an agreement between the Regional Government of Cajamarca and the NGO Proética.
  • Design of the web application “Caxamarca Democrática y Participativa” for voting on projects and incorporating project ideas, as well as monitoring the prioritised projects.

What are the current challenges/areas for improvement in open government that the jurisdiction wishes to tackle?

  1. Inform and familiarise civil society and citizens with the participation and accountability mechanisms of the Regional Government of Cajamarca, such as the Regional Coordination Council, Public Hearings, and the Participatory Budget.
  2. Strengthen the follow-up and monitoring of the prioritised projects in the Participatory Budget in order to provide information to the Citizen Oversight Committee.
  3. Promote that citizens and civil society exercise their right to citizen participation, interacting with the web application ‘Caxamarca Democrática y Participativa’ so that they can vote for projects, insert project ideas, and vote on the list of project ideas presented.
  4. Work in coordination with the units of the Regional Government of Cajamarca that are responsible for public problems of climate change and adolescent pregnancy so that they can elaborate their plans through workshops that involve the participation of the target public, as well as governmental and non-governmental actors.

What are the medium-term open government goals that the government wants to achieve?

  1. Create spaces for articulation between the government and non-governmental organizations, promoting actions that strengthen public integrity and citizen participation and oversight, that guarantee gender equality, and that generate concrete actions in the face of climate change, thus contributing to the long-awaited sustainable development of our region.
  2. Promote the creation of regional plans and strategies with the participation of actors such as adolescents for the recognition of the persistence of adolescent pregnancy, as well as actors involved in climate change issues.
  3. Implement the nationally established model that prevents corruption in governments, demonstrating commitment to this issue.
  4. Training organised citizens to use their rights to citizen participation and oversight in matters such as planning, budgeting, and investment in the Regional Government of Cajamarca.

How does this action plan contribute to achieve the Open Government Strategic Vision?

Take the opportunity that the current administration has as regional policy guidelines to carry out an inclusive, participatory, concerted, and innovative government, and the Open Government action plan contributes to achieving the strategic vision of Open Government.

The first commitment is related to the implementation of the public integrity model in the regional headquarters and progressively in its dependencies.

The second commitment is to carry out a strengthening programme of capacities for civil society in mechanisms of citizen participation of the Regional Government of Cajamarca.

The third commitment is to follow up and monitor the prioritised projects in the Participatory Budget process on a quarterly basis, through a coordinated work with the heads of the executing units of the Regional Government of Cajamarca.

The fourth commitment is to socialise and disseminate (make transparent) the implementation of the NDC measures (nationally determined contributions) in the framework of the “Regional work agenda for NDC adaptation and mitigation measures 2023 – 2024”; as well as to update the Regional Climate Change Strategy through decentralised participation.

The last commitment is to recognise the situation of the persistence of adolescent pregnancy, with the participation of adolescents from the provinces of San Marcos, Cajamarca, and Jaén.

How does the open government strategic vision contribute to the accomplishment of the current administration’s overall policy goals?

The vision of open government aims, with the commitments, to promote the culture of open government, which are aligned with the regional policy guidelines for the period 2023-2026, specifically in the following:

Institutional Dimension: Policy objective 15: Strengthen the modernization of public management in the Regional Government of Cajamarca and its articulation with its strategic allies. Promote a culture of ethics and integrity in public administration in the Regional Government.

Institutional Dimension. Policy objective 15: Strengthen the modernization of public management in the Regional Government of Cajamarca and its articulation with its strategic allies. Strengthen the mechanisms of transparency, access to public information, and oversight in the Regional Government; and Guideline 15.8. Strengthen the mechanisms of accountability and citizen participation in decision-making.

Environmental Dimension. Policy Objective 13: To sustainably manage natural resources and environmental quality in the department of Cajamarca. Guideline 13.2 Improve the conservation of natural spaces in the territory.

Social Dimension. Policy Objective 8: Guarantee fundamental rights with an emphasis on the population in vulnerable conditions in the department of Cajamarca. Guideline 8.6: Guarantee the rights of children and adolescents in the region.

Engagement and Coordination in the Open Government Strategic Vision and OGP Action Plan

What kind of institutional arrangements are in place to coordinate between government agencies and departments to implement the OGP action plan?

The Open Government Multi-Stakeholder Forum Cajamarca, in its Fourth Session, established the responsibilities of its members, among which the following stand out:

  • The Forum established in its internal regulations to meet on a quarterly basis after the completion of the co-creation stage of the Open Government Action Plan.
  • The communication channel, so that the areas of the Regional Government of Cajamarca that implement the commitments can provide updates on the activities carried out, is the Forum’s WhatsApp group.
  • The follow-up for the implementation of commitments by non-governmental organisations will be carried out through a WhatsApp community.
  • Maintain the Open Government website up to date, where it will be possible to monitor the fulfilment of the commitments with their respective evidence.
  • The members of the Forum, in the implementation of commitments, will help to promote or encourage the solution of any milestones that have difficulties to be fulfilled.

What kind of spaces have you used or created to enable the collaboration between government and civil society in the co-creation and implementation of this action plan? Mention both offline and online spaces.

The following spaces have been created for the co-creation, coordination, and implementation of the Open Government Action Plan:

  • The Cajamarca Open Government Multi-stakeholder Forum is the space for participation and collaboration between the Regional Government of Cajamarca and non-governmental stakeholders who are involved in decision-making in the framework of the activities of the co-creation and implementation process of the Open Government Action Plan.
  • The activities to identify public problems and their respective alternative solutions with the commitments were carried out in participatory workshops called public consultations (face-to-face and virtual) and co-creation roundtables (face-to-face), respectively.
  • The public review of the commitments and reception of contributions, in addition to adding stakeholders to the implementation of the commitments, was carried out during a set period of time and a virtual briefing.

What measures did you take to ensure diversity of representation (including vulnerable or marginalized populations) in these spaces?

In order to set up the Open Government Multi-Stakeholder Forum, a mapping of stakeholders was carried out and awareness was raised so that they could understand their participation in this space.
For the public consultations, the Forum complemented a mapping of stakeholders by the Sub-Management of Planning; in turn, the Sub-Management sent invitations to the stakeholders.
The co-creation roundtables had stakeholders suggested by the Forum.
The public review was carried out in two moments in an open and virtual way, in the first moment the dissemination was carried out by all the members of the Forum (including the Regional Government of Cajamarca) and in the second moment it was focused on the provincial roundtables for the fight against poverty and youth organisations, the members of the Forum supported with direct invitations to these groups.

How will government and non-governmental stakeholders continue to collaborate through the implementation of the action plan?

The Open Government Multi-Stakeholder Forum agreed to meet on a quarterly basis to follow up on the implementation of Open Government commitments, taking a role as both overseer and mediator and may even be part of the solution. In addition, some of the workshop participants joined as implementers for some milestones of the Open Government commitments.
For their part, the Regional Government departments responsible for implementing commitments sign a letter of commitment to the Forum to ensure their willingness to support Open Government.

The Monitoring Body is the Asociación Civil Transparencia, whose mission is to work for the quality of democracy and plural political representation in Peru. Founded on 18 July 1994, it is non-partisan and non-profit.

What types of activities will you have in place to discuss progress on commitments with stakeholders?

The Forum established quarterly meetings in order to get feedback on the implementation of commitments, as well as to help solve any difficulties with the commitments.

How will you regularly check in on progress with implementing agencies?

Through the sessions established at the Forum, those responsible for implementing commitments will be invited to present progress. In addition, a website will be created to visualise and evidence progress.

How will you share the results of your monitoring efforts with the public?
