We recognize the importance of citizen engagement and will utilize various platforms, including live-streamed webinars on our social media channels, to facilitate real-time discussions and feedback. The long-term vision for open government in Tagbilaran City is to establish a transparent, accountable, and inclusive governance system where citizens actively participate in decision-making, particularly in managing public resources. This aligns with our strategic vision of “Participatory Governance towards a Sustainable & Liveable Tagbilaran.” By embracing open budgeting, we aim to build a city where budgetary decisions reflect the needs and aspirations of the community.
We are committed to providing accessible, understandable budget information, enabling every citizen to engage meaningfully in the budgeting process. Through live-streamed webinars and interactive feedback platforms, we envision a future where citizens can track budget execution, offer input, and influence decisions that impact their lives. This approach will foster trust and ensure that the budget reflects the collective priorities of the community.

The Tagbilaran City People’s Council (TCPC) received the following recognitions:
- A Plaque of Appreciation from The Philippine Partnership for the Development of Human Resources in Rural Areas, Inc. for its role in the “Consolidating CSO Networks for Citizens’ Engagement Towards Participatory and Accountable Governance for Poverty Reduction” project, funded by the European Union. Despite our commitment to open government, there are several challenges and areas for improvement that we aim to tackle in Tagbilaran City. One major challenge is ensuring that budget data is accessible and user-friendly. While we are committed to providing comprehensive financial information, we must simplify complex data and present it in formats that are easily understood by all citizens, regardless of technical background. Additionally, while we aim to engage citizens through live-streamed webinars and interactive feedback mechanisms, reaching a broader audience and ensuring meaningful participation remains a challenge. We must work on increasing awareness and encouraging more inclusive involvement, particularly among marginalized groups. Another area for improvement is strengthening monitoring and accountability mechanisms. Although we plan to provide quarterly updates on budget execution, we recognize the need for better tracking and clearer communication to foster greater trust and ensure transparency. The City Government of Tagbilaran, in partnership with the Tagbilaran City People’s Council (TCPC), is committed to the successful implementation of the action plan through continuous collaboration. Regular face-to-face meetings and forums will be held to engage stakeholders and track progress.
