Albania End-of-Term Report 2016-2018 – For Public Comment

The report covers the full action plan implementation period of July 2016 to June 2018.

In Albania, the IRM researcher Gjergji Vurmo’s findings are summarized below:

“Implementation of Albania’s third action plan was greatly affected by the dissolution of the Ministry of State for Innovation and Public Administration in September 2017, which served as the main coordinating institution for OGP. More than half of the 17 commitments did not lead to any notable improvement in opening government. To achieve success in the OGP process, the Albanian government needs to establish a genuine dialogue with civil society and build on the achievements of previous action plans.”

“Zbatimi i Planit të tretë të Veprimit të Shqipërisë u ndikua në mënyrë të konsiderueshme nga shkrirja e Ministrisë së Shtetit për Inovacionin dhe Administratën Publike në shtator të vitit 2017, ministri që shërbente si institucioni kryesor koordinues për Partneritetin për Qeverisje të Hapur (PQH). Më shumë se gjysma e 17 angazhimeve nuk patën ndonjë përmirësim të dukshëm në lidhje me hapjen e qeverisë. Për të arritur sukses në procesin e PQH, qeveria shqiptare duhet të ndërtojë një dialog të sinqertë me shoqërinë civile dhe të mbështetet në arritjet e planeve të mëparshme të veprimit.”
