O primeiro plano de ação de Cabo Verde surge no contexto de iniciativas governamentais no sentido de promover a transparência e o envolvimento político dos cidadãos. Através da OGP, Cabo Verde comprometeu-se com novas reformas, tais como a criação de um portal de dados de abertos. Processo futuros de cocriação de planos de ação devem dar prioridade a um diálogo contínuo e paritário entre o governo e a sociedade civil. A familiaridade com os processos da OGP, adquirida nesta experiência, contribuirá para a definição de compromissos mais ambiciosos e mais alinhados com os valores da OGP, nos próximos planos de ação.
