The report covers the full action plan implementation period of July 2016 to June 2018.
In Côte d’Ivoire, the IRM researcher Aïcha Blegbo’s findings are summarized below:
“While Cote d’Ivoire’s first action plan contains a wide variety of commitments, their outcomes, as implemented, inadequately reflect a broad governmental commitmentOGP commitments are promises for reform co-created by governments and civil society and submitted as part of an action plan. Commitments typically include a description of the problem, concrete action... to openness. Going forward, the government is encouraged to make specific, verifiable, and measurable commitments that are clearly aligned with OGP values and lead to significant changes in practice.”
