Commitment

Co-create between youth and the state government a protocol for adding youth in the political life and decision-making of the State of Quintana Roo.

Action

Transversalize the participation and inclusion of youth in public administration agencies with the co-creation of a participatory protocol on issues of Public Safety, Labor, Anti-Corruption, Environment, Education, Violence against women, Sports, and Social Development.-To create a decree to establish the state day of youth citizen participation. Open house of the secretariats of the executive branch to young university students.

Problem

According to the youth survey conducted during November 2021: – 68% of the youth indicate not feeling that they have spaces for participation in the government. – 77% indicate that they do not feel represented by their government. – 85% indicate not having easy access to their government. – 88% say they are interested in participating more in decision-making spaces in their community.

For this commitment, an action plan called “IMAGINA 2030” was created, which is a program to strengthen citizen participation for young people in public policies with film spaces, workshops and citizen activations.

Subsequently, a citizen diagnosis was carried out in which young people from the State of Quintana Roo were surveyed. The initiative to incorporate the citizen protocol for youth participation was also presented to the Governor of the State of Quintana Roo in the event called “Glosa ciudadana”.

Work and co-creation roundtables were held for this commitment with the Mexican Youth Institute and youth civil society organizations.

Once these activities were completed, campaigns were carried out to disseminate the political participation of young people during political processes and an event for the presentation of this protocol on the state day of citizen participation of youth.

1.2 Describe the main external or internal factors that impacted implementation of this commitment and how they were addressed (or not).

Some external factors that had an influence were that this commitment was carried out with groups of young people, which helped it to develop in the best way, there were representatives from different universities who showed interest in getting involved in the implementation and development of the commitment. In addition, good practices from national (Chiapas and Mexico City) and international (Argentina) civil society organizations were taken up and OGP facilitated the approach to talk with these organizations and take up their good practices to replicate them. Also, thanks to the youth collectives, there was much more media coverage. An internal factor that helped was the political will on the part of SEDESO, which showed interest and willingness to carry out this commitment at all times.

The commitment went beyond what had been planned, since initially only a protocol was to be developed for the young people to approach the authorities. However, a tool was also needed for young people to invite other young people to get involved, so a manual was designed for this purpose.

Explanation: In narrative form, what has been the impact on people or practice.

The protocol created to incorporate youth in the political life and decision making of public entities in the state of Quintana Roo, opens a channel for people to give their opinion on how they are governed and how decisions are implemented.

In the survey conducted as a milestone of this commitment, it was found that young people believe that the state’s public policies are deficient, and that the problems of the state’s public entities are not being implemented.

It also includes cross-cutting principles that strengthen inclusion in decision-making spaces.

2.2 Did the commitment address the public policy problem that it intended to address as described in the action plan?

According to the data received in the first diagnosis, which was a survey of young people in the state of Quintana Roo, there were more than 600,000 young people between the ages of 12 and 29, which makes Quintana Roo the state with the largest young population in Mexico. However, only 17% feel represented by their governors, so this commitment had an impact on changing these numbers and creating a culture of inclusion for young people.

There were different ways to participate, for example, denouncing actions or problems that were identified, such as the lack of food resources or improving practices in government programs. On the other hand, by carrying out procedures and using tools that the authorities made available to you, such as social programs or volunteering. It was also proposed to contribute ideas and suggestions for improvement and to make sure that the agencies were implementing the protocol to incorporate young people.

Lessons from
implementation

3. Provide at least one lesson or reflection relating to the implementation of this commitment. It can be the identification of key barriers to implementation, an unexpected help/hindrance, recommendations for future commitments, or if the commitment should be taken forward to the next action plan.

Youth must have active participation in the decision-making and governmental management processes to transform them into inclusive exercises that promote their interest and democratic openness, at the same time they will have the opportunity to be heard by the authorities and co-create solutions to the problems that afflict youth.

There are several issues that are of great interest to young people and in which it is necessary for them to get involved, for example, violence against women, better education options which leads to the search for employment, security, among others.

From the survey conducted at the beginning of the commitment, young people did not feel integrated in government spaces, they did not feel that it was easy to access their government nor did they feel represented. However, young people wanted to participate in these spaces, this protocol should be continued so that the youth and the authorities have a guide on the incorporation of this group into the activities.

Therefore, considering young people in these spaces is of utmost importance, in addition to providing them with the necessary tools so that their participation pays off in the future and they become interested in the problems that can be solved by seeking solutions together with the authorities.

People should have a sense of social responsibility from an early age, so that they dedicate time to seek better spaces and actively participate in the decisions that affect them.
