Problem
There is no operational structure for the mobilization and deployment of funds for the financing, coordination, and partnership in the peacebuilding process in the Plateau State. Lack of sufficient resources mobilization from the private sector and other non-governmental organizations, and such funding is necessary to insulate the peace processes from political and bureaucratic interference. There is an apparent neglect of funding for the peace processes geared toward conflict prevention and post-conflict recovery when compared to the relatively humongous votes for the restoration of peace when violent conflicts have already manifested.

Only the first milestone, the development of a Concept Note has been achieved. The second milestone, Action Plan Developed, is ongoing, while the last three milestones are dependent on the fourth milestone and since it has not been completed, they have not started.

The slow legislative process. Since the Law establishing the Independent Peace and Security Trust Fund has not been passed, it is impossible to implement the other milestones of mobilizing the fund, inaugurating a Board of Trustees for the Fund, appointing management staff, and commissioning an office structure.

More time should have been allocated for this commitment since it involves the passage of a law and the legislative process is slow. Also, it cannot clearly be linked to OGP values and so it can be implemented as usual government action, not necessarily on the platform of the OGP.
