Action

The core action of the commitment seeks that the Secretariat of Citizen Participation, the Secretariat of Education, and the State System for the Protection of Children and Adolescents of the State of Nuevo Leon collaborate and commit to providing physical and digital spaces that allow the training, promotion, encouragement, promotion, dissemination, and implementation of participatory processes of children and adolescents in a safe, inclusive and active listening environment that result in the effective participation of children and adolescents for the improvement of their immediate context.

Problem

Girls, boys, and adolescents in Nuevo León do not have access to spaces that allow them to be represented and to participate, individually or collectively, in the decision-making process and the solution of public problems in their local environment, such as schools. Despite the recognition of participation as a fundamental part of true democracy, there are still difficulties for different sectors of the population to exercise it or to find the appropriate channels that allow them to participate and influence the decision-making process. Furthermore, girls, boys, and adolescents are a vulnerable group of the population since governmental structures often do not consider their inclusion in the definition of public policies and in the decision-making process. Additionally, in their educational formation, there are no spaces for education in participatory values that would allow them to become active and participating citizens in the future. Due to this deficit, it is crucial to establish adequate spaces and approaches to train girls, boys, and adolescents to participate and to learn the duties and responsibilities that come hand in hand with their rights, always looking at age-appropriateness and with a gender perspective.

According to the current work plan, all established milestones were met and the verification methods consulted correspond to what was established.

1.2 Describe the main external or internal factors that impacted implementation of this commitment and how they were addressed (or not).

When working with children and adolescents, one factor that arose was that school calendars did not coincide, causing the work plan to have to be modified to complete the actions.

On the other hand, this commitment was implemented within the framework of the electoral process, which meant that the actions taken had to be waited for in order not to fall into any legal fault.

Most of the commitment milestones were implemented as planned

According to the content of the Implementation Report of the Local Open Government Action Plan 2022-2024 of Nuevo Leon, a series of modifications were made to the milestones described in the Local Open Government Action Plan . In this sense, the timing and composition of the milestones were modified, but they are identified as complementary and aligned to the end.

Working with children and adolescents is something that is not often seen, so empowering students by strengthening their values so that they participate and contribute to their community is undoubtedly something that projects the transformation of a culture in the long term. The information available was used to create interactive guides that allow for a deeper understanding of the topics.

It is worth mentioning that this exercise promoted the opening of a participation mechanism, such as the suggestion box within the schools, which directly impacts the students because they have the opportunity to give their opinions through it. On the other hand, the creation of the Manual is highlighted, which allows for long-term sustainability.

implementation

3. Provide at least one lesson or reflection relating to the implementation of this commitment. It can be the identification of key barriers to implementation, an unexpected help/hindrance, recommendations for future commitments, or if the commitment should be taken forward to the next action plan.

There is a great opportunity to impact children and adolescents, as this is a sector whose importance is not always seen, and the fact of involving this population confirms a good action. Also, taking into consideration that their needs and time availability are different, it is said that the flexibility and adaptability of the institutions were key to addressing the different milestones.
