Action

The cross-cutting report incorporates Open Government components from the planning to the implementation of the Green Corridors. The drafting of a report where the specifications and diagnosis of the green corridors are condensed. This report will be accessible, timely and will comply with all proactive transparency and open data specifications. A website where all the information on the projects will be housed as proactive transparency, from basic information, geolocation data of the projects, documents of interest, guides, success stories, and the respective documentation of contracts and acquisitions in open format. It is complemented with face-to-face spaces for the presentation of information to the public. A guide for the implementation of green corridors and other non-motorized mobility projects with participatory models for future stages in other municipalities.

Problem

The current urban mobility system in the Monterrey Metropolitan Area (MMA) is disintegrated and unsustainable economically, socially, and environmentally, favoring individual automobile use over public and non-motorized mobility, in addition to poor road communication, road congestion in the MMA, and the lack of connection between mass transportation systems. This situation is detrimental to mental health and increases the loss of habitability of the city, causing strong negative impacts.The Integrated Sustainable Mobility Program (PIMUS for its Spanish acronym) mentions that, in the MMA, 19% of short trips made near homes are made by car. It also states that only 32% of the road infrastructure in the MMA has sidewalks that comply with state regulations, and 15% has universal access ramps for pedestrians. In addition, only 20% of the 28 kilometers of bicycle lanes in the MMA are reported to be in good condition.

The term of the Local Action Plan by the Nuevo León Open Coalition has concluded, and this commitment was not fully implemented, lacking the development and completion of milestones.

1.2 Describe the main external or internal factors that impacted implementation of this commitment and how they were addressed (or not).

Coordination within the commitment was vital, but it was identified as complicated about the agenda and resources for the implementation of the commitment. In addition, it is important to consider that due to agenda issues, the “green corridors” projects have undergone modifications and different conceptualizations among the actors, making it difficult to direct the commitment. In addition, a period of elections was held at the federal and municipal levels, limiting the socialization and communication activities contemplated.

1.3 Was the commitment implemented as originally planned?

According to the content of the Implementation Report of the Local Open Government Action Plan 2022-2024 of Nuevo León, a series of modifications were made to the milestones described in the Local Open Government Action Plan. Additionally, it is worth mentioning that the milestones were not fully implemented.

Regarding the jurisdictions evaluated, only Monterrey has related information available, however, no site concentrates information from all parties that publish information regarding green corridors. They are in the process of development.

The coordination carried out by the jurisdictions is worthy of recognition, however, it also has a degree of complexity, which was reflected in the implementation of the commitment. One aspect to consider is that this commitment can be reconsidered and, if necessary, implemented in the next local action plan, specifically delimiting the course of action to follow.
