The program will allow the people of Nuevo León, through physical and virtual tools and spaces, to use open data (preferably from the State Public Administration). Through the prototyping of solutions, the people of Nuevo Leon will ensure their permanent participation in creating innovative and collaborative solutions to address public problems in Nuevo León. As a result of this commitment, the role of people as active agents of change will be recognized in the generation of projects that address different issues and needs in Nuevo León by following the principles of Open Government.
Problem
The State of Nuevo León lacks transversal policies and guidelines that favor Open Government. As a result, the people of Nuevo León do not have the guarantees, incentives, physical means, and enough information to promote participatory, social, and technological innovation oriented toward the creation of collaborative public policies. The public administrations of Nuevo Leon have not created sufficient spaces that emphasize the openness, availability, accessibility, and reuse of public data in open formats, spaces that promote participatory spaces with different forms of mass collaboration and generation of new and innovative technological applications of a citizen nature, that enhance the development and use of collective intelligence to improve participatory and collaborative management processes for the generation of solutions to public problems in the state. However, there is a disruptive and visionary space that has sought to address this problem: dataLABNL. This commitment seeks to create a program based on dataLABNL, a program that is improved by the principles of Open Government, that drives innovation models for the promotion of participation with open data that moves towards the effective participation of citizens in government administration, through proposals that allow the collaborative development of policies that address the challenges of today’s society.

According to the current work plan, all established milestones were met and the verification methods consulted correspond to what was established.

1.2 Describe the main external or internal factors that impacted implementation of this commitment and how they were addressed (or not).
The participation of civil society in the commitment had an impact since members of civil society organizations did not have the possibility of joining the activities; from this approach, civil society always had the shared folders where the documents were worked on available so that they could give their opinion on the development of the milestones.
On the other hand, this commitment was implemented within the framework of the presidential electoral process, which had consequences when socializing and presenting the different milestones publicly, which is why there were delays in deliverables.

This adds value when generating the information, since there were different perspectives on the matter. On the other hand, a milestone that marked the development of the commitment was the Orientative Guide, which allows the creation of a useful instrument for any public servant for the development and generation of open data sets.
On the other hand, the creation of the Open Data Platform is visualized, which enables the consultation of information from data sets in categories such as citizen attention, culture, and administration.

The central problem to be addressed was defined as the lack of sufficient spaces for the opening, availability, accessibility, and reuse of public data in open formats in participatory spaces. Therefore, the development of the milestones has allowed the generation of an Open Data Portal, which allows greater openness of information to be consulted, used, and redistributed. In addition to this, the prototyping strategy will allow the population to reuse the information for a purpose.

An open data portal is an open government mechanism that allows public data to be opened. Considering the above, it is important to make this platform sustainable over time by adding more administrative departments through a mechanism that allows them to engage. Opening new data sets that are useful to the population. Also, opening participation mechanisms within the portal that allow identifying feedback from the population and measuring the quality of the data.
