In France, the IRM researcher Sofia Wickberg’ findings are summarized below:
“France’s second action plan primarily focuses on open dataBy opening up data and making it sharable and reusable, governments can enable informed debate, better decision making, and the development of innovative new services. Moving forward, the government could diversify the thematic scope of commitments and engage a wider range of civil society.”

“Le deuxième plan d’action de la France met l’accent sur le partage des données publiques (open data) et la numérisation. Les principaux engagements portent sur la publication des données relatives à la commande publique, sur l’implication des citoyens dans les politiques de développement durable et sur la création d’un répertoire des représentants d’intérêts. La France pourrait aller plus loin en diversifiant le champ de ses engagements et en renforçant la présence de la société civile.”
