In France, findings from the IRM researcher Sofia Wickberg, are summarized below:
“France’s first action plan was ambitious regarding the number of commitments and issue areas included but was limited by focusing largely on open dataBy opening up data and making it sharable and reusable, governments can enable informed debate, better decision making, and the development of innovative new services. Technical specifications: Polici... reforms. A majority of commitments were substantially implemented thanks to major concurrent legislative reforms. The implementation of new open data rules might be a significant obstacle to be considered in the next action plan.”

“Le premier plan d’action de la France était ambitieux en ce qui concerne le nombre d’engagements et les domaines d’intérêt inclus, mais a été limité en mettant l’accent en grande partie sur les réformes des données ouvertes. La majorité des engagements ont été substantiellement mis en œuvre grâce à d’importantes réformes législatives concomitantes. La mise en œuvre de nouvelles règles sur les données ouvertes pourrait constituer un obstacle important à considérer dans le prochain plan d’action.”
