At the co-creation roundtables, they made sure to keep an equal number and arrangement of parts, in this way avoiding predominant sectors and seeking the greatest possible representativeness.

Prior to the co-creation tables, audiovisual material on the Yolanda Law, provided by the Municipality, was sent by mail with the class containing the pertinent topics to be discussed and worked on in the workshop.
Likewise, the stakeholders and the general public were informed in advance of the commitment assessment form.

The registration form for the co-creation roundtables was sent massively by different means, such as email, WhatsApp and social media.
The databases used were: some from the General Directorate of Public Innovation and Open Government, and others provided by other areas of the municipality, thus having a greater reach. Responses were obtained from 78% of the neighborhoods of the capital city.
Those who indicated that they were interested received an email with more information related to The Action Plan process.

We understand that this instance took place to a greater extent during the co-creation tables.
However, shortcomings were noted in reporting on the process for the pre-selection of draft commitments that were then submitted for voting.
This step was carried out internally only, in a meeting with the area of the Secretariat of the Environment to define the feasibility of implementation.

We consider the forum partially inclusive and diverse. There were participants from the public, private and third sectors, but there were no participants from the LGTBQ+ community, indigenous communities or people with disabilities, for example.

1. Commitment :

Promote the management of urban tree planting and strengthen the city nurseries through citizen participation.

1.1 Is the commitment verifiable?

The commitment to promote the management of urban trees and strengthen the City’s nurseries through citizen participation was drafted in a specific way since the development of the plan determines a specific number of trees to be achieved in the plantation, as well as in the work with nurseries.
It is verifiable, as information associated with the commitment and its progress will be made available and published, both in open data format and in reports. The milestones section, in turn, has clear and realistic dates and deadlines.

1.2 Does the commitment language/activities clearly justify relevance to OGP values?

Yes

Provide a brief explanation of your answer:

The commitment will encourage citizen participation, for them to provide input and participate in the decision-making process, with various mechanisms, for example in the definition of sites for tree planting, in negotiation roundtables with nurseries and to implement a tree care and management program.
More information will be disseminated that will improve the quality of information, will be freely available to the public, and will comply with basic requirements and open data standards. This information will be published in the Open Data Portal of the Corrientes City so that citizens can know the status of the trees and nurseries of the City.

We understand that it is an initiative that aims to change the rules of the game and establish innovative forms of participation, something that the Municipality is already doing, but it is a methodology that is here to stay and that can be replicated in different areas. At the same time, the results obtained should be binding for the municipality and the actors involved.

Yes, we suggest, in order to improve the design of the implementation of the commitment, to increase the dissemination of the processes by traditional means, in the inclusion of collectives, in participatory spaces and to inform about the internal decision-making processes that have an impact on the outcome of the commitment.
