The report covers the full action plan implementation period of October 2016 to December 2017.
In Indonesia, the IRM researcher Ravio Patra’s findings are summarized below:
“Commitments included in Indonesia’s fourth action plan leaned heavily towards improving access to information. Consultation between the government and civil society moved in a positive direction, but the general lack of political support for open government posed bureaucratic challenges to the implementation efforts. Going forward, both government and civil society need to focus on delivering fewer but more ambitious commitments to optimize the impact for citizens.”
And in Indonesian:
“Komitmen-komitmen di dalam rencana aksi keempat Indonesia didominasi oleh tema peningkatan akses terhadap informasi. Konsultasi antara pemerintah dan masyarakat sipil bergerak positif, namun dukungan politik yang rendah untuk keterbukaan pemerintah menjadi tantangan birokratis di proses implementasi. Ke depan, pemerintah dan masyarakat sipil dapat mengurangi jumlah komitmen di dalam rencana aksi seraya menajamkan ambisi dari masing-masing komitmen untuk mencapai hasil yang optimal bagi masyarakat.”
