The IRM researcher in Latvia, Zinta Miezaine, summarizes the findings of the report below:
NGOs played a major role in shaping Latvia’s second action plan, which includes important commitments on open dataBy opening up data and making it sharable and reusable, governments can enable informed debate, better decision making, and the development of innovative new services. Technical specifications: Polici..., public integrity, and participation. However, many commitments were taken from existing long-term policy plans. Moving forward, a broader and more diverse range of participants in the OGP process could expand the reach of future action plans.

Nevalstiskajām organizācijām bija nozīmīga loma, gatavojot otro rīcības plānu, kurā ietvertas nozīmīgas apņemšanās atvērto datu, pārvaldes atbildīguma un līdzdalības jomās. Tomēr daudzas apņemšanās ir daļa no jau esošiem ilgtermiņa plāniem. Paplašinot APP procesā iesaistīto cilvēku loku, paplašinātos APP ietekme.
