Lithuania End-of-Term Report 2014-2016
In late 2016, the Independent Reporting Mechanism (IRM) published the end of term report for Lithuania’s second action planAction plans are at the core of a government’s participation in OGP. They are the product of a co-creation process in which government and civil society jointly develop commitments to open governmen.... The report evaluates the full action plan implementation period of 1 July 2014 through 30 June 2016.
Karolis Granickas, an independent researcher wrote this report. His findings are summarized below:
Lithuania made progress towards implementing the majority of its commitments. However, implementation has not translated into changes in government practice. Going forward, the government could continue its efforts to intensify collaboration with civil society to develop more measurable and ambitious commitments.

Lietuva įgyvendino beveik visus Atviros vyriausybės partnerystės 2014–2016 m. veiksmų plano įsipareigojimus. Nors tai sveikintina, šie darbai visgi neturėjo reikšmingos įtakos valdžios atvirumui. Ateityje vyriausybei derėtų glaudžiau bendradarbiauti su pilietine visuomene imantis ambicingų ir pamatuojamų įsipareigojimų bei jų įgyvendinimo.
