Lithuania Mid-Term Report 2016-2018 – For Public Comment

The report covers the development and first year of implementation of the action plan May 2016 through October 2017.

In Lithuania, the IRM researcher Rugilė Trumpyt’s findings in the report are summarized below:

“Lithuania’s third action plan focused on the openness of public sector institutions, anticorruption, and improving civic participation. While the Office of the Government formed a new working group to oversee development and implementation the action plan, it met only once during the implementation period. Moving forward, the Office of the Government should consult a wider range civil society when developing future action plans, and include more ambitious commitments that are more clearly in line with OGP values and timelines.”

And in Lithuanian:

“Trečiajame Lietuvos veiksmų plane buvo siekiama viešojo sektoriaus atvirumo, akcentuojamos antikorupcinės iniciatyvos ir gyventojų įtraukimas. Nors, lyginant su ankstesnio veiksmų plano įgyvendinimo laikotarpiu, Vyriausybės kanceliarija įsipareigojimų vykdymui ir stebėsenai suformavo naują darbo grupę, ji buvo susitikusi tik kartą. Vyriausybės kanceliarijai rekomenduojama įtraukti daugiau suinteresuotų šalių į veiksmų plano kūrimą ir stebėseną bei užtikrinti, kad būsimi įsipareigojimai atitiktų Atviros Vyriausybės partnerystės principus bei įsipareigijimų įgyvendinimui skirtą laiką.”
