The report covers the full action plan implementation period of December 2016 through June 2018.
In Moldova, the IRM researcher Diana Mirza-Grisco’s findings are summarized below:
“The Government of the Republic of Moldova has fully or substantially implemented half of the action plan commitments. Moving forward, it is crucial for the government to focus on commitments that can ensure opening the government and creating opportunities for civic participation.”

“Guvernul Republicii Moldova a finalizat pe deplin sau substanțial jumătate din angajamentele din planul de acțiuni. Trei au avut un impact major asupra deschiderii guvernării, spre exemplu lansarea unui nou sistem electronic de achiziții publice complet transparent. Mergând mai departe, este crucial pentru guvern să se concentreze pe angajamente care pot să asigure deschiderea guvernării și să creeze oportunități de participare civică.”
