Mongolia Mid-Term Report 2016-2018 – For Public Comment

The report covers the development and first year of implementation of the action plan from June 2016 through September 2017.

In Mongolia, the IRM report’s findings are summarized below:

“Mongolia’s second action plan addressed a number of open government priorities in the country, such as transparencyAccording to OGP’s Articles of Governance, transparency occurs when “government-held information (including on activities and decisions) is open, comprehensive, timely, freely available to the pub... More of media ownership and political financeProviding for transparency in the funding of campaigns, political parties, and democratic politics is an essential accountability mechanism for democratic government and is a growing focus area in OGP..., disclosure of beneficial ownershipDisclosing beneficial owners — those who ultimately control or profit from a business — is essential for combating corruption, stemming illicit financial flows, and fighting tax evasion. Technical... and contracts in the extractives sector, and improving the Glass Account system. However, the Cabinet Secretariat did not provide the IRM with evidence for implementation of the commitments despite repeated requests.”

“Монгол Улсын 2-р Үйл ажиллагааны үндэсний төлөвлөгөө (ҮАҮТ) нь хэвлэл мэдээллийн эзэд болон улс төрийн намуудын санхүүжилтын ил тод байдал, олборлох салбарын хувь хүртэгч эзэд болон гэрээнүүдийг нээлттэй болгох, шилэн дансны системийг сайжруулах зэрэг нээлттэй засаглалын тэргүүлэх чиглэлүүдийг хамарсан болно. Гэвч ЗГХЭГ-т олон удаа хүсэлт гаргасан боловч  зорилтуудын хэрэгжилтийн талаар Хараат Бус Тайлагналын Механизм (ХБТМ)-д мэдээлэл гаргаж өгөөгүй болно.”
