The report provides a technical review of the action plan’s characteristics and the strengths and challenges the IRM identifies to inform a stronger implementation process.

Thank you for the opportunity to comment on the Action plan review.
Foreningen INIO has been engaged in the OGP initiatives over the last ten years and would like to highlight the importance of Norway’s participation in OGP.
However, the review pinpoints some weaknesses in the current action plan and on how to engage with the civil society. In general, INIO agree with the criticism in the review and would like to see that more of the initiatives goes further than analyzing an issue and publishing å report.
We are particularly interested in commitment 7, assess eInnsyn. The review points out the necessity to follow up the assessment by committing to implementing the required changes in eInnsyn shown by the assessment. By now the evaluation has not yet started and we have no indication that the start it is imminent. We recommend that the evaluation is started by Q1 2025 and that it is used to lay out at strategy for development of eInnsyn.

We thank you for the invitation to comment on the assessment.
First, we would like to emphasize that OGP is a good initiative that the Norwegian Union of Journalists (NJ) supports.
However, we share IRM’s assessment that the initiatives on anti-corruption and transparency in the justice sector provide “preliminary analyses without clarification of further measures.” We miss more concrete and binding measures, as well as information on how specific inputs from civil society are followed up by the responsible ministries after input meetings.
The assessment report points out that Norway could consider including transparency regarding lobbying activities. NJ fully supports this. We believe it is high time that we establish a lobby register in Norway as well.
