The report provides a technical review of the action plan’s characteristics and the strengths and challenges the IRM identifies to inform a stronger implementation process.
In Senegal, the IRM’s findings are summarized below:
Most of the 12 commitments in Senegal’s first action plan focus on enhancing access to information and civic participation in budgets and public policies. As civil society and private sectorGovernments are working to open private sector practices as well — including through beneficial ownership transparency, open contracting, and regulating environmental standards. Technical specificat... organizations seek to consolidate their role in the formulation and implementation of public policies and assessment of government action, the OGP action plan offers a purposeful, and sustainable consultation framework. It also connects Senegalese reformers with best practices worldwide. Looking ahead, Senegal can continue to strengthen their modestly ambitious plan by defining clear objectives, baseline and progress indicators, and specifying the role of civil society in implementation.
La plupart des 12 engagements du premier plan d’action du Sénégal portent sur le renforcement de l’accès à l’information et de la participation citoyenne aux budgets et aux politiques publiques. Alors que les organisations de la société civile et du secteur privé cherchent à consolider leur rôle dans la formulation et la mise en œuvre des politiques publiques et dans l’évaluation de l’action gouvernementale, le plan d’action du PGO offre un cadre de consultation utile et durable. Il permet également de relier les réformateurs sénégalais aux meilleures pratiques du monde entier. Pour l’avenir, le Sénégal peut continuer à renforcer son plan modestement ambitieux en définissant des objectifs clairs, des indicateurs de référence et de progrès, et en précisant le rôle de la société civile dans la mise en œuvre.
