The report covers the full action plan implementation period of July 2014 through June 2016.
In Serbia, the IRM researchers Milena Lazarević, Katarina Kosmina and Dragana Bajić from the European Policy Centre (CEP) report’s findings are summarized below:
“Little progress was made during the second half of the action plan cycle. This is attributed partially to the early parliamentary electionsImproving transparency in elections and maintaining the independence of electoral commissions is vital for promoting trust in the electoral system, preventing electoral fraud, and upholding the democr... in April 2016 and to the lengthy process of forming a new government. The Independent Reporting Mechanism SMART recommendations from the Progress Report 2014-2015 were incorporated into the next action plan to improve cooperation with civil society.”

“Mali napredak je ostvaren u toku sprovođenja drugog dela ciklusa Akcionog plana. Razlog za to se delimično nalazi u činjenici da su u aprilu 2016. godine održani vanredni parlamentarni izbori i da je proces formiranja nove Vlade bio spor. SMART Preporuke Mehanizma za nezavisno izveštavanje iz Izveštaja o sprovođenju AP POU za 2014. i 2015. godinu uključene su u određenoj meri u naredni Akcioni plan u cilju unapređenja saradnje sa civilnim društvom. Međutim, i dalje postoji prostor za unapređenje stepena saradnje sa civilnim društvom i daljeg uključivanja privatnog sektora”
