Významným záväzkom, ktorý podstatne zlepší prístup k informáciám, je záväzok týkajúci sa transparentnosti konečných užívateľov výhod. Proces spolutvorby akčného plánu bol otvorený a inkluzívny. Občianska spoločnosť mala možnosť predkladať návrhy a získavať od vlády spätnú väzbu. Do budúcna by bolo vhodné vytvoriť formálne spoločenstvo zainteresovaných aktérov. Ďalší akčný plán by mohol obsahovať aj záväzky zamerané na riešenie korupcie, ktorej rozsah sa odkryl v posledných rokoch.”
