Hoci celková miera dokončenia záväzkov bola pomerne vysoká, väčšina záväzkov viedla k menším zlepšeniam technického rázu. V oblasti transparentnosti v súdnictve či zvyšovania povedomia o zákone o ochrane oznamovateľov došlo k výrazným pozitívnym zmenám.”
