The IRM findings are summarized as follows:
Tbilisi’s action plan was a result of a consultative process and contained commitments focused on creating participatory tools for citizen engagement in the governance of the city. Four out of five commitments saw limited completionImplementers must follow through on their commitments for them to achieve impact.
