In Ukraine, the IRM researcher Dmytro Khutkyy’s findings are summarized below:
“The third national action plan resulted in major achievements in several policy areas. New reports on the extractive sector and the introduction of online tools for monitoring public contracting led to outstanding changes. However, the verification system for beneficial ownershipDisclosing beneficial owners — those who ultimately control or profit from a business — is essential for combating corruption, stemming illicit financial flows, and fighting tax evasion. Moving forward, the government needs to continue with transparencyAccording to OGP’s Articles of Governance, transparency occurs when “government-held information (including on activities and decisions) is open, comprehensive, timely, freely available to the pub... More reforms and prioritize commitments that produce tangible results in the fight against corruption.”

“Третій національний план дій приніс значні досягнення у кількох сферах публічної політики. Нові звіти про видобувні галузі та запровадження онлайн-інструментів для моніторингу публічних угод спричинили визначні зміни. Однак, система перевірки бенефіціарних власників компаній не була реалізована. Надалі, уряд має продовжити реформи прозорості та зробити пріоритетними зобов’язання, які будуть результативними у подоланні корупції.”
