Integrating Social Welfare Data through Sambang Bansos Application

Problem

  • The distribution of social assistance and subsidies in the form of goods and cash has various mechanisms. Currently, the distribution of social assistance uses more than one card, making it inefficient and difficult for recipients. In addition, the beneficiary data has not been fully integrated, thus reducing the accuracy of targeting and program effectiveness.
  • The results of the monitoring of the Civil Society Coalition – Kawal Bansos Covid-19 Brebes, which was initiated by Gebrak with various CSOs from across issues, found that (1) duplicate data of recipients of the COVID-19 social assistance from various schemes (2) inclusion and exclusion errors, and (3) the aid fund could not be disbursed even though the name was recorded because the Personal Identification Number (hereinafter referred to as NIK) was inactive and unreadable in the Population Administration Information System (hereinafter referred to as SIAK).
  • During the COVID-19 pandemic, social assistance for the 2020 pandemic response from various schemes, including the National Budget, Provincial Budget, Regency Budget, and Village Budget, was still not on target. This is exacerbated by the existing welfare data that does not describe factual conditions and NIK data that is not yet active (unreadable in SIAK). In addition, not all vulnerable groups including persons with disabilities are included in the Welfare Data scheme, due to the lack of public involvement, especially vulnerable groups in data collection

Status quo

  • The Brebes Regency Government has 2017-2022 RPJMND (regional mid-term development plan) with the fourth mission clearly stating that the Brebes Regency Government will improve the implementation of professional, effective and efficient Regional Government. One of the embodiments of effective and efficient program implementation is through accountable data which is the basis to plan programs.
  • It is in line with Priority Program in RPJMN details on Priority Activities for Public Service Transformation with program priorities: Electronic-based public services (e-services) that are integrated with the contents of activities Review and mapping of strategic service sectors (basic and licensing), integration of strategic sector data and information on public services in SIPP (Sistem Informasi Pelayanan Publik - Public Service Information System), and others.
  • Currently, there is a joint commitment between the Office of Social Affairs, the Civil Registry and Population Office, the Communications and Information Office, and the Village Community Empowerment Office supported byRegional Planning Agency(Regional Planning Agency) to create an integrated and responsive welfare data.
  • By using the “SAMBANG BANSOS” application, there is 65.9% social welfare data that has been matched

Action

This commitment aims to reform social welfare data that will be more open and participatory. Currently, there are various social assistance schemes from various financing sources. The problem is that the distribution of social assistance is potentially unequal, in which a citizen can receive more than one social assistance scheme, but residents who are entitled to receive assistance do not receive social assistance. To anticipate this, the Brebes government initiated an action plan to integrate social welfare data namely Sambang Bansos. The integration of welfare data is expected to become a database for all social welfare programs in Brebes Regency, so that the distribution of social assistance can be carried out in an accountable manner.

The flow of data matching begins with the verification and validation of DTKS by the village government. Data verification and validation aims to ensure that no social assistance recipient receives more than one assistance scheme. At the village level, the government maps out lists of beneficiaries from various schemes according to criteria. After the verification and validation process at the village level, the data is then submitted to the Office of Social Affairs through the Sambang Bansos application. The result of data synchronization is in the form of active data which is used as basic data to distribute social assistance to beneficiaries.

How will the commitment contribute to solving the public problem described above?

  • The existence of a single data (one data) that becomes a reference for all existing aid programs in the Brebes regency will increase the accuracy of targeting and the effectiveness of social assistance from various schemes as measured by the 5T (Right Target, Right Amount, Right Time, Right Quality, and Right Administration).

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

The long-term goal of this commitment is to create an inclusive and accountable Brebes regency, based on digital governance through the implementation of integrated welfare data services. In this commitment, integrated social welfare data will become accountable data through open data collection and data processing mechanisms, matching with Single Identity Number (SIN) – Personal Identification Number (NIK), and involving public participation by utilizing adequate technology and systems. Thus, this commitment will encourage the regency\'s long-term vision, namely the availability of a transparent and accountable welfare data

Technology and Innovation for Transparency and Accountability This commitment is in line with the OGP principles namely inclusion and accountability. From the aspect of inclusion, this commitment seeks to serve the community with the principle of impartiality. The existence of valid and up-to-date social assistance recipient data also ensures that social assistance is distributed fairly. The integration of social welfare data is also relevant to the value of accountability because this commitment seeks to provide social welfare data according to regulations and proportionately so that distributed social assistance can be accountable.
