Commitment Title

Improvements in Transparency and Public Information channels: Design and preparation of the Transparency Plan of the Asturian Government.

Problem

One of the demands with the greatest presence on the part of Asturian society is the fact of encountering difficulties in accessing information and those elements directly related to transparency. Despite having a Law that sanctions these matters in force since 2018, there is still a long way to go. It is urgent to resolve these citizen demands regarding more facilities for access to information and a greater effort by our administration with public transparency.

Status quo

Currently, there are certain deficiencies in transparency strategies of public administration, as well as other social sectors. Citizens in general demand greater implementation of strategies that facilitate both access to information and the possibility of consulting all activities related, for example, to public financing.

Action

This commitment aims to establish a regulation designed collectively by different social agents, to implement measures that favor transparency and the development of measures that generate confidence in public management. Although this plan would be applicable to public administration, it would also be a voluntary regulation by other social agents.

How will the commitment contribute to solving the public problem described above?

During 2024, different analyzes have been carried out regarding the causes that delay access to information by society as a whole, and the final diagnosis establishes that it is necessary to improve the access channels to public information, especially with regard to the time that elapses between when it is requested and when it reaches its requesters
To carry out this proposal, it is important to draw up common strategies between the different Ministries of the Asturian Government and the main social entities, especially those that are dedicated to environmental issues. Therefore, more exhaustive work will be carried out on the failures detected in the procedures with the aim of making specific proposals and proposing concrete solutions for the problems detected.

Generating spaces for public debate to establish improvements in terms of transparency and accountability is an objective that is directly linked to the OGP's objectives for the societies of the future.
