Creation of the Transparency Council
Problem
Despite having an autonomous law on transparency, there are still many difficulties in facilitating the right of access to information by citizens, as well as the embodiment of the transparency obligations that public administrations have. The creation of the Transparency Council aims to effectively guarantee both issues.
Status quo
Currently, Asturias has a Law on Transparency (Law 8/2018 on Transparency, Good Governance and Interest Groups) which establishes the need to create guarantee instruments to be able to make said Law effective. Currently, there is still a lack of a Transparency Council that can value the regulations sanctioned in the approved standard.
Action
The commitment that is presented is the creation and implementation of the Transparency Council of Asturies. Both the composition and the location of the Council itself will be established to guarantee civil rights in the best possible way. This commitment requires a high level of consensus between the Government and the rest of the majority political forces that inhabit the Asturian parliament.
How will the commitment contribute to solving the public problem described above?
The launch of the Asturian Transparency Council is an essential step to create a structure that effectively protects the rights of citizens to be able to know the decisions and actions carried out by public administrations, as well as their public positions. The Transparency Council has, among others, the task of overcoming the barriers that may be established for citizens' access to information.

Access to information | It is essential to guarantee the right to information and transparency of public administrations that there is an organization that can process complaints, complaints and problems that citizens encounter when exercising their rights. The Transparency Council would be an instrument with sufficient authority to sanction behaviors that hinder citizens' access to information, as well as to regulate the channels necessary to achieve greater transparency on the part of the administration. |
