Commitment Title

Promote open governance for sub-regional municipalities (communes) and other regions in Morocco.

Problem

Given the complementary aspect of responsibilities between regional and sub-regional territorial entities and in order to enable effective open governance at regional level, open government practices must be shared with sub-regional levels; Provinces and Communes.

Sharing of experiences is also needed between Moroccan regions, provinces and communes through the newly established network of national open territorial entities.

Status quo

The regional council of Beni-Mellal Khenifra adopted OGP principles and commitments, the local sub-regional communes (municipalities) were included in the region's awareness sessions and consultation efforts, but they are still lacking their own commitments independently from the region related to their own capacities and roles toward citizens.

Action

- Ensure awareness and capacity building of provinces and Communes (municipalities) of Beni-Mellal Khanifa region related to OGP and to Civic participation.

- The regional council of Beni-Mellal Khanifa will also play an active role in exchanging experiences with other local government partners in Morocco.

The commitments aim to support open governance practices at the communal (municipal) level  in order to ensure inclusive citizen engagement is prioritized.
