- Budget documents mostly serve to the administration needs, hard to be understood by the general population.
- Citizens are not well informed on regional budgetary priorities.
Status quo
The region's budget was approved by the regional council and by the competent authorities.
The budget was published as it was drafted by financial services of the region in a format that is complex for citizen understanding.
Action
- Training for Financial and Human Resources Department staff on the technique of drafting a citizen budget.
- The teams of the Financial and Human Resources Department plan to finalize and publish the Citizen's Budget document by the end of June 2023.
How will the commitment contribute to solving the public problem described above?
- Simplification of budget information into a non-technical language that is understandable for the majority of the region’s population will enable a broader audience to have a clear overview of the budget lines and priorities (e.g.: revenue, expenses, projects and debt).
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
The citizen budget will increase understanding of citizens and CSOs on the region's planning and management of priorities and will increase informed participation, monitoring and evaluation, accountability and transparency.
