Problem
The coexistence and security of the Capital District is constantly affected by different situations of public disorder that exist, such as coexistence conflicts, social intolerance, the commission of crimes and behaviors contrary to citizen harmony. These are all situations that lead citizens to turn to the authorities to demand the protection of their fundamental rights.
Security and coexistence are planned at different levels: national, regional, district and local, and despite the existence of numerous inter-institutional planning spaces, citizen participation in decision-making on security and coexistence is limited. Likewise, a generalized lack of trust on the part of citizens towards the institutions in charge of security and coexistence in Bogota is also identified.
To overcome the distance with citizens and their distrust of public institutions, we propose to develop a technological tool that creates a direct channel of communication and participatory interaction so that the community can contribute to the management of security and coexistence, in direct articulation with the institutions in charge.
Status quo
The 2017 multipurpose survey identified that 87.3% of people do not make use of Bogota's participation mechanisms (Bases GAB, 2020). In addition, the 2019 Political Culture Survey of the National Administrative Department of Statistics records that only 23.4% of Bogota's citizens over 18 years of age consider that the right to life, integrity and security are indeed protected and guaranteed. To overcome these limitations, we are implementing an open government management model at the service of citizens, ensuring their participation and decision-making in the planning of their territories. Therefore, we intend to strengthen the channels of citizen relations with the District Secretary of Security, Coexistence and Justice through a proper, inclusive and effective use of technology, promoting digital citizenship as a strategy that contributes to improve the performance and impact of investment planning in the localities of Bogota.
Action
This commitment requires the generation and consolidation of channels for citizen participation through a broad strategy of technological development and use that enables citizen participation for the management and improvement of security and coexistence, as well as mechanisms for access to justice in the city of Bogota. The above, through the creation of a mobile application for the citizens of the Capital District, which seeks to promote the co responsibility and agency of citizens in the management of security in the territories, while supporting decision making and promoting the improvement of conditions and perception of security and coexistence in the communities. The following purposes can be achieved through the app:
- To guide and inform citizens about the procedures they can carry out in regard to security institutions and the services they offer, as well as to obtain relevant information for decision making.
- Strengthen and promote virtual mechanisms for access to justice in Bogota through the implementation of processes that optimize time and efficiency in the attention to citizens, with transparent and available information, encouraging the use of non-face-to-face channels.
General objetive: Design and implement a mobile application that allows citizens to have a dialogue and active listening experience with the Secretary's Office and enables the administration to access channels to inform and be accountable for its management.
How will the commitment contribute to solving the public problem described above?
The use of technology will enable greater citizen participation in the management and improvement of security and coexistence, while bringing citizens closer to the mechanisms of access to justice in the city of Bogota. The above, through:
- Strengthening the citizen participation strategy that the Secretary of Security has developed with citizen groups committed to security and coexistence.
- Promoting the co-responsibility and agency of citizens in the management of security in the territories, while supporting decision making and improving the conditions and perception of security and coexistence in the communities.
- The strengthening and promotion of the Secretary's services in Bogota, with emphasis on virtuality through the implementation of processes that optimize time and efficiency in the attention to citizens, with transparent information available to the public.
Among the expected results of the implementation are the following:
- Increase the use of technological tools for citizen participation in security, coexistence and justice, from the dissemination and massive use of mobile app and virtual channels.
- Decrease the low level of citizen confidence in security, coexistence and justice services and institutions.
- Generate tools, mechanisms and innovative spaces for interaction and citizen participation with the institution that allow solving questions or procedures through digital means.

The commitment is related to Program 51. Open Government of the District Development Plan: To govern with citizens, under a public management strategy that promotes transparency practices in government, citizen participation channels for the design and implementation of plans, regulations and public policies, and mechanisms that encourage the use of the capabilities, experience, knowledge and enthusiasm of citizens to generate solutions to all types of common problems; for which priority will be given to the intensive use of a virtual platform and ICT tools that facilitate and unify the interoperability of the District's information systems.
