Commitment Title

Strengthen the reuse of open data and the community

Problem

The Government of the City of Buenos Aires has had an open data policy for over 10 years. However, there are some points that still need to be improved. Firstly, we need to strengthen the capacities of potential data users in order to expand the community, given that  only a minority with data knowledge can make use of them. Secondly, work should be done to improve communication with users to generate data that could be useful for both CSOs and the private sector. Likewise, strengthening communication allows us to have a workspace to receive data requests and provide feedback on where to get information, and what data needs to be updated more frequently, among other things. In particular, the issues considered a priority for this work are budget, purchasing and hiring, payroll and salaries, and official advertising.

Status quo

Although there are currently some resources to learn how to use open data in the BA Data portal, these are focused on public sector employees.

There is an informal communication channel with data users.

Action

Creation of an open data course for civil society organizations to strengthen the reuse of open data.

Generation of dialogue tables with the private sector.

Work tables with data users and government areas for data improvement.

How will the commitment contribute to solving the public problem described above?

The course will seek to create capacities of data analysis and visualization on civil society members in order to increase open data reuse and enhance the open data community.

With the work tables we will create a space to articulate and improve communication with the community. In this way, the Government of the City of Buenos Aires can identify the highest priority issues for users and make more efficient use of its resources to find solutions for the requests of opening and updating public data.

Unlocking valuable data for CSOs and the private sector is expected to enhance the generation of public value.

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

In order to improve open government policies we need to take our open data policy further. In our case, with an institutionalized policy, the next steps are linked to strengthening the data reuse community both from the perspective of the use of data, as in generating a communication channel so that the policy is oriented to the needs of possible users. This will be fundamental work to achieve our goal of expanding the open government community and generating greater engagement.
