Description

What is the public problem being addressed by the measure? In Bulgaria there is no regulation of the Internet and we do not have consolidated and up-to-date information about the network and the quality of services, which is essential for the national policy for information society, which is horizontal and should take into account the state and processes of development of technologies and society in a timely manner.

What does the measure consist of? Assessing the development of the Internet in Bulgaria through the adopted framework for Internet Universality of UNESCO. The Internet Universality Indicators allow anyone to voluntarily assess their national internee environment, bridge the digital gaps and improve the connectivity of business and society. The framework is a valuable tool that takes human rights into account and creates a framework for multi-stakeholder cooperation. Implementing the framework requires careful planning, sufficient time and resources to effectively collect and analyze data and discuss findings and recommendations.

How will the implementation of the measure contribute to solving the problem? Through transparency, awareness and effective cooperation of many stakeholders (governments, civil society, private sector, academia, the technical community, the journalistic community, etc.), for an open, globally connected, secure and reliable Internet.

How does the measure relate to the values of the initiative? The measure is related to the principles of the Initiative: transparency, civic participation, accountability and technological innovation. UNESCO's Internet Universality Framework is a multi-stakeholder research tool designed to produce substantive and far-reaching findings that will be of real value to policymakers, 13 regulators and other stakeholders to improve the quality of digital policy development and implementation.
